Mayor Twolan called the meeting to order at 10:00 a.m.

Bruce Beach resident, Joan McLaughlin on behalf of Melanie & Brian Clark,  Margaret Dunlop, Greta MacDonald,  Heather Wall and Rosalie & Al Zettler made a presentation to the Committee with regards to safety concerns at Concession 10, Boiler Beach Road and Bruce Beach Road intersection.

She explained that Bruce Beach Road is being used  year round by runners, walkers, dog walkers and cyclists.  Beach use and traffic has increased due to Boiler Beach becoming rocky , she noted that this increases the chances of accidents in the area. 

Ms. McLaughlin explained their risk concerns include: reduced visibility, added congestion, parking on the west side and pot holes. 

She requested that in the short term that the large tree on the north east corner of the intersection on Boiler Beach be removed, hedges at 140 Boiler Beach Road be trimmed back to improve site lines, prune and reduce height of cedars and shrubs at Bruce Beach Road curve.  Grass and brush is cut on the east road allowance, add a white or yellow line to indicate a separation in the road and to fill in the pot holes. 

In the long term she requested that the Township commission a Traffic Study to advise how to improve safety at the intersection, create angle parking on the west side of Boiler Beach Road north to the mailboxes and the repave the section of the road.  

The Committee thanked Ms. McLaughlin for her presentation.  They questioned if the hedge at 140 Boiler Beach Road is on public property.  Director of Public Works John Yungblut confirmed that the hedge was on private property and upon inspection did not impede on the site triangle and he did not have concerns. 

The Committee commented on angle parking and explained that there is a lot of work to be done on Boiler Beach road in the next few years and that staff would keep on top of the pot holes. 

Mayor Twolan left the meeting, Deputy Mayor Murray assumed the chair.

Morten Jakobsen on behalf of the Lucknow Chamber of Commerce and himself as a recent land developer for Hellyn Subdivision addressed the Committee regarding the Lucknow Standpipe/Water Tower Replacement project.

Mr. Jakobsen raised concerns about the current condition of the Lucknow standpipe.  He noted that the Township has stated that Lucknow is ready for development and with his involvement in the Hellyn Subdivision that concerns were raised over the water pressure for the subdivision. 

He indicated that realtors have sent a letter with concerns on water in Lucknow and questioned if there is enough capacity and enough pressure for new development projects.  He questioned what the plan is for the water tower and if there is a plan B.  

The Committee explained that the Township has been steadily applying for grants for the project.  They do not want to commit all the reserves to the project when they could access grant funding. They indicated that the standpipe is not condemned and they are committed to getting a new tower. 

Director of Public Works, John Yungblut explained that Township staff have been working to obtain grant funding for the replacement of
the standpipe in the community of Lucknow and have been turned down six times.

He explained that if the tower is taken out of service the Township can still provide water to the residents using the pumps.  This is a short term solution that will also have to be used during the construction of a new tower.  He explained that the it is a structurally sound tower and there is not immediate concerns.  It is anticipated that without grant funding construction of the the tower is scheduled for 2023.

The Committee assured Mr. Jakobsen that the replacement is a high priority for the Township and would not continue if it was unsafe. They understand that if grant funding is not available then they would have to go ahead on their own.

Deputy Mayor Murray, Councillor Abbott and Councillor McGugan attended the Rural Ontario Municipal Association (ROMA) with a delegation with Minister Mulroney regarding the use of golf carts on municipal roads. They noted that it was a successful meeting and explained that there is a current pilot project on the use of golf carts occurring on Peele Island. 

Deputy Mayor Murray presented flowers and a certificate on behalf of Mayor Twolan and Council to Allan and Lucy Miller for 35 years in business for the Holyrood General Store on February 4, 2021.
