The Regular Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on March 20, 2023 in the Council Chambers.

  • THAT the minutes of the Council meeting of February 17, 2023 (Special Budget), February 21, 2023 and the Committee of the Whole Meeting of March 6, 2023 be adopted as presented.  

  • That Township of Huron-Kinloss Council hereby reviews and receives the revenue and expenditure reports to December 31, 2022 prepared by Jodi MacArthur, Treasurer, and

    FURTHER authorizes the unaudited surplus of $136,496.83 be transferred to the tax mitigation reserve.

  • That Township of Huron-Kinloss Council hereby ratifies and confirms payment of the February 2023 accounts in the amount of $2,194,091.13.

  • That Township of Huron-Kinloss Council hereby reviews and receives the summary revenue and expenditure reports to February 28, 2023 prepared by Jodi MacArthur, Treasurer.

  • That Township of Huron-Kinloss Council hereby authorizes payment of the March accounts in the amount of $ 3,348,047.22

  • THAT the Township of Huron-Kinloss Committee of the Whole herby approves Report No. CLK-2023-03-21;

    AND FURTHER directs Staff to make changes as necessary to ensure the Site Plan Approval Guide and Application meet legislative requirements.

  • That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number BLDG-2023-03-7.

  • That the Township of Huron-Kinloss Council hereby receives for information Report Number PW2023-03-19 prepared by John Yungblut, Director of Public Works;

    AND FURTHER accepts the tender from AJN Builders Inc. in the amount of $950,185.00 plus HST;

    AND FURTHER directs Staff to bring forward the appropriate By-Law as matters arising from this meeting.

  • THAT the Township of Huron-Kinloss Council approves the Application for Tile Loan from Tim Van Sickle for approximately 11 acres of land to be drained at Con 3 PT 8 & 9;

    AND FURTHER THAT the loan amount for this loan combined with the loan approved Sept 7, 2022 for the property at 1903 Concession 2 not exceed $45,000 in total;

    AND FURTHER approves the appropriate By-law coming forward.

  • That Township of Huron-Kinloss Council hereby receives for information Report Number TR-2023-03-25 prepared by Jodi MacArthur, Treasurer.

  • That Township of Huron-Kinloss Council hereby receives for information Report Number TR-2023-03-27 prepared by Jodi MacArthur and

    FURTHER authorizes a by-law to approve the 2023 budget come forward on tonight’s agenda.

  • THAT the "Johnson Municipal Drain Branch "E" Repair By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-25. 

  • THAT the "Collins (674 Lake Range Dr.) Zoning Holding Removal By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-26 . 

This is a renewal agreement.  Section 10 of the agreement has been updated to reflect a shorter termination notice period for both parties.  

  • THAT the "Dr. Shyu Lease Agreement 2023 By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-27. 

This By-law formalizes and provides clarity regarding the use of an antenna on the Water Tower in Lucknow by Montgomery Bus Lines.  This agreement will apply to the antenna on the new Water Tower once completed. 

  • THAT the "Montgomery Bus Lines Ltd Antenna Agreement By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-28. 

  • THAT the "2023 Budget By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-29. 

  • THAT the "2023 Tax Rate By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 30. 

  • THAT the "2023 Water and Wastewater Fees By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-31.

  • THAT the "Community Well Being Program 2023-24 By-law' be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-32.

  • THAT the "Township of Huron-Kinloss Procedural By-law (2022) Amendment (4) By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-33.

  • THAT the "Appointment of Project Coordinator (Mike Bartlett) By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-34.

This Investment Ready Funding Agreement formalizes the funding for the ongoing work previously approved by Council to establish the Ripley Industrial Park as a Certified Site through this program.   

  • THAT the "Investment Ready: Certified Site Program (Ripley Industrial Park) Agreement By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-35. 

  • THAT the Township of Huron-Kinloss Council receive for information all items listed in Section 9. 

  • THAT the Township of Huron-Kinloss Council hereby receives for information all items listed in Section 11.0

  • THAT the Township of Huron-Kinloss Council move into closed meeting at [time] for the purpose of considering information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them (funding agreement), and advice that is subject to solicitor client privilege, including communications necessary for that purpose (Corporate Reorganization Recommendations) pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

  • THAT the "Confirmatory March 2023" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No.
