A discussion was held on the proposed 8.9% increase.  Council noted that there have been a number of new regulations that the Conservation Authorities have to incorporate and funding has continued to be cut back from the province which results in a bigger levy to maintain services. 

Overall the Committee did not support the 8.9% increase and directed Deputy Mayor Murray to oppose the Saugeen Valley Conservation Authority's proposed 2023 budget.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number PW-2022-10-67, prepared by John Yungblut, Director of Public Works AND accepts the tender from Johnston Brothers (Bothwell) Ltd. for the supply and hauling of winter sand in the amount of $43,300 plus HST for the 2022-2023 winter season and $44,800 plus HST for the 2023-2024 winter season AND FURTHER authorizes the appropriate by-law coming forward.

A discussion was held regarding alternative options.  The Director of Public Works explained that issues with environmentally protected lands may prohibit municipal-owned lands to provide additional parking.  The Director explained the areas adjacent to the beaches which are popular for parking have environmental protection, whereas, areas that may have the potential for parking are in the proximity of less desirable beaches.  He noted that Community Services are studying defining the beach areas which will provide additional information to incorporate into the plan.
