The Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 1:00 p.m. on January 15, 2023 in the Council Chambers.

  • Motion

    THAT the minutes of the Council meetings of December 18, 2023 be adopted as presented.   

  • Motion

    THAT the Township of Huron-Kinloss Council hereby receives for information Report TR-2024-01-04 prepared by Sarah Phelan, Administrative Assistant/Finance;

    AND FURTHER authorizes payment of the January accounts in the amount of $ 602, 144.58.

  • Motion

    THAT the Township of Huron-Kinloss Council hereby receives for information Report TR-2024-01-3 prepared by Jodi MacArthur, Treasurer;

    AND FURTHER ratifies and confirms payment of the December accounts in the amount of $5,262,999.54.

  • Motion

    THAT the Township of Huron-Kinloss Council hereby receives Report CAO-2024-01-03 prepared by Mary Rose Walden, Chief Administrative Officer;

    AND in so doing approves the 2024 Draft Work Plan presented to the NWMO;

    AND FURTHER authorizes the Chief Administrative Officer to execute any agreements in relation to the Resources to Support Engagement of Interested Communities & the Early Investment in Education Skills Program.

  • Motion

    THAT the "2024 Borrowing By-Law" by-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2024 - 01.

  • Motion

    THAT the "2024 Interim Taxation By-Law " by-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2024 - 02.

  • Motion

    THAT the Council of the Corporation of the Township of Huron-Kinloss, at their regular meeting held on January 15, 2024 considered correspondence regarding Notice of Pre-Consultation - Proposed Updates to the Maitland Valley Source Protection Plan; 

    AND FURTHER THAT pursuant to Section 34(3) of the Clean Water Act, 2006, the Council of the Township of Huron-Kinloss endorses the proposed updates to the Maitland Valley Source Protection Plan;

    AND FURTHER THAT provisions of this resolution meets requirements of Section 34(3) of the Clean Water Act, 2006.

  • Motion

    THAT the Township of Huron-Kinloss Council hereby receives for information all items listed in Section 8.

Notice of Motion was provided by Councillor McGugan at the December 4th Committee of the Whole Meeting

  • Motion

    WHEREAS the Township of Huron-Kinloss Council passed By-law No. 2017-116 to regulate the licensing of Kennels in the Township of Huron-Kinloss;

    AND WHEREAS By-law No. 2017-116, as amended provides that every person who owns or operates a Kennel shall comply with the requirements set out in "A Code of Practice for Canadian Kennel Operations" published by the
    Canadian Veterinary Medical Association and dated May 2007, or ·any successor document thereto (the "Code");

    AND WHEREAS the Township of Huron-Kinloss received report BLE-2023-10-22 outlining changes to the Code effective 2024, which may disadvantage some local business owners who do not use electricity;

    AND WHEREAS the Township recognizes that the health and welfare of the animals cared for in a Kennel operation is of the utmost importance;

    AND WHEREAS the Township of Huron-Kinloss wishes to consider amendments that would update terminology within the by-law, and provide flexibility to businesses, while maintaining care standards;
     
    NOW THEREFORE BE IT RESOLVED THAT Staff be directed to provide a report to Council with respect to possible amendments to the Animal Control/Kennel Licensing By-law No. 2017-116 which would provide flexibility to business owners while ensuring that puppies and dogs that reside within a kennel have adequate living conditions, and would additionally update terminology within the by-law to current standards.

    THAT the "Confirmatory January 2024" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2024-07.
