WHEREAS the Township of Huron-Kinloss Council passed By-law No. 2017-116 to regulate the licensing of Kennels in the Township of Huron-Kinloss;
AND WHEREAS By-law No. 2017-116, as amended provides that every person who owns or operates a Kennel shall comply with the requirements set out in "A Code of Practice for Canadian Kennel Operations" published by the
Canadian Veterinary Medical Association and dated May 2007, or ·any successor document thereto (the "Code");
AND WHEREAS the Township of Huron-Kinloss received report BLE-2023-10-22 outlining changes to the Code effective 2024, which may disadvantage some local business owners who do not use electricity;
AND WHEREAS the Township recognizes that the health and welfare of the animals cared for in a Kennel operation is of the utmost importance;
AND WHEREAS the Township of Huron-Kinloss wishes to consider amendments that would update terminology within the by-law, and provide flexibility to businesses, while maintaining care standards;
NOW THEREFORE BE IT RESOLVED THAT Staff be directed to provide a report to Council with respect to possible amendments to the Animal Control/Kennel Licensing By-law No. 2017-116 which would provide flexibility to business owners while ensuring that puppies and dogs that reside within a kennel have adequate living conditions, and would additionally update terminology within the by-law to current standards.
