The Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on Monday,  December 19, 2022 in the Council Chambers.

  • THAT the minutes of the Council meeting of December 12, 2022 (Planning) be adopted as presented.  

  • That the Township of Huron-Kinloss Council hereby reviews and receives the summary revenue and expenditure reports to November 30, 2022 prepared by Jodi MacArthur, Treasurer.

  • That the Township of Huron-Kinloss Council hereby ratifies and confirms payment of the November 2022 accounts in the amount of $2,951,076.07.

  • That the Township of Huron-Kinloss Council hereby authorizes payment of the December accounts in the amount of $ 969,526.86

  • That the Township of Huron-Kinloss Council hereby receives for information Report TR-2022-12-80 as prepared by Phyllis Hunter, Taxation/Revenue Clerk – Township of Huron-Kinloss

  • That the Township of Huron-Kinloss Council hereby receives for information Report Number TR-2022-12-84 prepared by Jodi MacArthur, Treasurer.

  • That the Township of Huron-Kinloss Council hereby receives for information Report Number TR-2022-12-83 prepared by Jodi MacArthur, Treasurer.

  • That the Township of Huron-Kinloss Council hereby approves Report Number CS-2022-12-70 prepared by Mike Fair, Director of Community Services and authorizes the agreement with Pretium Consultants from Waterloo for $9 400.00 plus HST.

  • THAT The Township of Huron-Kinloss Council hereby receives for information report number BED-2022-12-56, prepared by Michelle Goetz, Manager of Strategic Initiatives.

  • THAT the Township of Huron-Kinloss Council hereby approves report number BED-2022-12-57, prepared by Michelle Goetz, Manager of Strategic Initiatives; and further grants pre-budget approval for the amount of $5,000; and further, approves entering into an agreement with Dollco Print Solutions Group to secure printing costs for April 2023; and further, approves the 2023 ad rates as described in this report.

  • That the Township of Huron-Kinloss Council hereby receives for information Report Number CLK-2022-12-109 prepared by Kelly Lush, Deputy Clerk.

  • 1 THAT the Township of Huron-Kinloss Council hereby approves Report No. CLK2022-12-110 prepared jointly by Jennifer White, Clerk and Mike Fair, Director of Community Services;

    AND FURTHER THAT Council confirms there are no concerns with the Point Clark Boat Club dredging the Point Clark Harbour entrance as outlined in the report;

    AND FURTHER THAT the Clerk be directed to sign all necessary documentation.

    2 THAT the Township of Huron-Kinloss Council authorize in-kind support only for the use of municipal trucks to remove dredging materials, and that all other costs associated with the removal of dredging materials in 2023 be borne by the Point Clark Boat Club.

  • THAT the Township of Huron-Kinloss Council hereby receives for information Report Number CLK-2022-12-111 prepared by Jennifer White, Clerk;

    AND FURTHER that Staff be directed to take the administrative steps necessary to register Council members for conferences per Council discussion, and that the costs associated be included within the 2023 budget.

  • THAT the Township of Huron-Kinloss Committee of the Whole hereby accepts with regrets the resignation of Taralyn Cronin from the Business and Economic Officer position. 

  • THAT the "Appoint Moulton the Community Emergency Management Coordinator" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 189.

  • THAT the "2023 Consolidated Rates and Fees By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 190. 

  • THAT the "Hurontel Lighthouse Webcam Agreement" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No.191. 

  • THAT the "Accept Quote Savage Bros. Hazard Tree 2023 By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 192. 

  • THAT the "Hours of Work Policy Amendment (1) By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 193.

  • THAT the "Zoning Amendment By-law Z-2022-107 Morrison" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No.194.

  • THAT the "Road Dedication -Angus Road" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No.195. 

  • THAT the " Purchasing & Procurement Policy By-law"  be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 196.

  • THAT the Township of Huron-Kinloss Council move into closed meeting at [time] for the purpose of considering labour relations or employee negotiations (salary grid), litigation or potential litigation, including matters before administrative tibunals, affecting the municipality or local board (update on outstanding legal and insurance claims), and a proposed or pending acquisition or dispostion of land by the municipality or local board (Ripley Industrial Park), pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

  • THAT the By-law to confirm the proceedings of the Council of The Corporation of the Township of Huron-Kinloss of December 12, 2022 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2022 -  .
