The Committee of the Whole Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on July 3, 2023 in the Council Chambers.

Ken MacLeod will present on a request for a letter of support to have Kindred Credit Union open a location in Huron-Kinloss. 

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number BLE-2023-07-16 prepared by Heather Falconer, By-Law Enforcement Officer:

    AND FURTHER accepts the resignation of Dan Pinto with regret.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number FIRE-2023-07-29, prepared by Mel Moulton, Emergency Services/ Health & Safety Coordinator-CEMC,

    AND authorizes the CEMC to issue the Special Events Permit for Lucknow’s Music in the Fields when permit conditions are met.

  • Motion

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CS-2023-07-38 prepared by Mike Fair, Director of Community Services;

    AND FURTHER authorizes a transfer of up to $20,000 from the municipal capital projects reserve to the 2023 capital budget for natural gas conversions as outlined in Report CS-2023-07-38.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CS-2023-07-39 prepared by Mike Fair, Director of Community Services.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information, Report Number PW-2023-07-39, prepared by John Yungblut, Director of Public Works

    AND approves the temporary road closure requests from the Ripley Agricultural Society.

    AND FURTHER declares the 2003 F-250 Pickup truck to be surplus.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number PW-2023-07-40, prepared by John Yungblut, Director of Public Works;

    AND authorizes entering into a hydro servicing agreement with Hydro One Networks Inc. for the Ripley Industrial Park;

    AND FURTHER authorizes Staff to proceed with Option A as outlined;

    AND FURTHER authorizes entering into an easement agreement with Hydro One Networks Inc;

    AND FURTHER authorizes any appropriate by-laws be brought forward to the next Council meeting.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number PW-2023-07-41, prepared by John Yungblut, Director of Public Works;

    AND FURTHER agrees to enter into an agreement with Bauman Sawmill Inc. for the harvesting of timber on the unopened road allowance located between Con. 7 Lot 15 and Con. 7 Lot 16 Kinloss;

    AND FURTHER authorizes the appropriate by-law comes forward.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information, Report Number PW-2023-07-42 prepared by John Yungblut, Director of Public Works.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number BED-2023-07-27 prepared by Lauren Eby, Business Development Coordinator and Michelle Goetz, Manager of Strategic Initiatives,

    AND FURTHER, that Council accepts, with regret, Lauren Eby’s resignation;

    AND FURTHER approves appointing Will LeGrand as the Business & Development Coordinator effective July 3rd, 2023.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information report number BED-2023-07-28, prepared by Michelle Goetz, Manager of Strategic Initiatives.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number BED 2023-07-29 prepared by Amy Irwin, Business and Economic Officer.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information report number CAO-2023-07-21, prepared by Michelle Goetz, Manager of Strategic Initiatives.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CAO-2023-07-22, prepared by Mike Bartlett, Administrative Coordinator.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information report number CAO-2023-07-23, prepared by Mary Rose Walden, Chief Administrative Officer;

    AND FURTHER adopts the Growth, Water and Wastewater Servicing Master Plan prepared by B.M. Ross & Associates Limited.

    AND FURTHER authorizes the appropriate by-law coming forward.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2023-07-36 prepared by Kelly Lush, Deputy Clerk;

    AND grants an exemption to the Noise By-Law on August 24th from 11:00 p.m. to 1:00 a.m. on August 25th, August 25th from 11:00 p.m. to 1:00 a.m. on August 26th and August 26th from 11:00 p.m. to 1:00 a.m. on August 27th for live music at Music in the Fields concert located the 575 Walter Street, Lucknow;

    AND grants and exemption to the Noise By-Law on August 26th from 11:00p.m. to 1:00 a.m. on August 27th, 2023 for live music for a wedding reception located at 628 Lake Range Drive, Kincardine;

    AND grants an exemption to the Noise By-Law on September 29th, 2023 from 9:00 p.m. to 1:00 a.m. on Saturday, September 30th, 2023 and Saturday, September 30th, 2023 from 9:00 p.m. until 1:00 a.m. on Sunday, October 1st, 2023 for live music at the Ripley Agricultural Society Fall Fair and for a firework display at dusk on Saturday, September 30th located at 17, Queen Street, Ripley.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2023-07-37 prepared by Kelly Lush, Deputy Clerk;

    AND grants an exemption to the Refreshment Vehicle Licence By-Law No. 2006-50, as amended, to permit The Daily Grind refreshment vehicle to attend the Ripley Food Art Craft Festival, and be located in the parking lot at 17 Queen Street, Ripley on Saturday August 19, 2023 from 9:00 a.m. to 2:00 p.m.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CLK-2023-07-39 prepared by Kelly Lush, Deputy Clerk.

    1. THAT the Township of Huron-Kinloss Committee of the Whole hereby support the Municipality of Huron Shores in their request to the Minister of Health to address the health care crisis in rural and Northern Ontario,

      AND direct staff to distribute as they see fit.

    2. THAT the Township of Huron-Kinloss Committee of the Whole hereby support the Town of Bradford West Gwillimbury in their endorsement of the right-to-repair movement and in calling on the Federal government to expedite the promised consultations to ensure consumer protection,

      AND direct staff to distribute as they see fit.

    3. THAT the Township of Huron-Kinloss Committee of the Whole hereby support the Association of Municipalities of Ontario and The Women of Ontario Say No for the call of the Government of Ontario to introduce legislation to strengthen municipal Codes of Conduct and compliance with them in consultation with municipal governments;

      AND direct staff to distribute as they see fit.
