Mayor Murray called the meeting to order at 7:00 p.m.  The Chief Administrative Officer attended the meeting virtually.  All other members of Committee of the Whole and Staff attended in person. 

None. 

Committee inquired about the increase in construction values over last year.  Staff attributed this to the construction of significant farm buildings with a high value.

Committee inquired about the timing of the By-law Pilot Project report. Staff are preparing this for the next Committee of the Whole meeting. Feedback was requested on whether fines were being laid respecting the feeding of feral animals.  Staff confirmed that a part one charge has been laid in one case for repeated offences.

Staff reviewed the report and discussed the requirements regarding temperatures provided in the Code of Practice for Canadian Kennel Operations by the Canadian Veterinary Medical Association.  Staff advised that not all residents in the Township have the means or ability to provide electric fans or air conditioning.  The purpose of the Kennel by-law, and the focus of Staff is to ensure that the animals are happy, comfortable and are being socialized.  Staff are prioritizing this over enforcing strictly the code of practice.  

Committee discussed natural ventilation as an option, and Staff are committed to working with kennel owners to ensure that the best practices to ensure safe, happy animals are being utilized.  A discussion on the economic benefits of kennel businesses in the Township occurred.  Staff will reach out to neighboring municipalities to see how standards are being enforced within other areas.  

Simon Martin addressed the Committee at Committee's request and indicated that they were happy with the solution provided by Staff with respect to the concerns that had been submitted.

Committee inquired about the Park Street drain and inquired if residents will we be notified.  Staff confirmed that a letter will go out to those landowners who are assessed within that drainage project with an update.

Committee inquired about the source of funding and whether cemetery reserves ought to cover this.  Staff indicated that it could put the cemetery into a deficit position, there is no capital reserve at this time.  

Committee requested a report on cemetery fees be brought forward at a future meeting, and consideration be given to raising them.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report CS-2023-10-45 prepared by Mike Fair, Director of Community Services;

    AND FURTHER authorizes the Director of Community Services to contract the services of TMHC Inc. for $9,080.00 for a stage one-two assessment at the Ripley Cemetery entrance.

Committee inquired about theft proof designs to prevent the removal of signs along the beach.  

Staff confirmed that the boat club operates the launch ramp, and provides an opportunity for public use.  Committee inquired about how the re-construction of the harbour wall was funded and the details of the original building of the harbour.  The answer to the  original construction was not available at this time.  Staff indicated that grant funds were available to offset the costs of the reconstruction, and that it was a necessary project to protect Township infrastructure.

Committee inquired about the application of bonded wearing course and how Staff intend to remove mud and dirt on asphalt.   Staff provided information and expect that there are enough resources to do so.  Committee inquired about the responsibility of farm operators for dirt or debris on the road from their operations.  Staff have not found this to be a great issue, and that these operators do clean up the roadways.  

Committee requested that a prohibition on steel tires be included in the spiked horseshoe report.

Council inquired about Key Performance Indicator's on Secrets of the Back40.  Staff indicated that this was a soft launch this year as the construction on Lake Range drive affected one of the cycling routes.  Staff expect a more accurate indication of the success of the program in 2024, after the program has been officially launched and promoted.  Staff will provide more details on 2023 in a future report to Council.

    AND FURTHER authorizes Staff to put forward Councillor Larry Allison for selection as a representative of the Saugeen, Grey Sauble, Northern Bruce Peninsula Source Protection Region, the names of interested members of Council who provide the required information by the deadline.
