Staff confirmed there would be a shortage of space, specifically lockers but this can be managed and is expected to be short term as attrition occurs. Staff discussed the required gear, training and other needs to accommodate new personnel. Committee inquired about staff providing a report in the future gauging interest for future volunteer firefighters west of highway 21, and how versatile the Ripley complement of fire fighters may be to relocate later if an additional station is added in the future. Committee inquired about the NFPA requirements for response times, and whether adding additional complement may provide faster response times. Staff noted that the number of firefighters responding has been small and Mutual Aid has been used more often. Staff advised that this is consistent with experiences being reported in neighbouring municipalities. The Committee inquired about response time to a recent structure fire. Staff responded that this was a more complex tender than noted in the report. One tender was for either a mid size truck or a mid sized SUV, and the other was for a full sized truck only. Committee inquired about the full life cycle of the mid size truck, and whether consideration had been given to this limiting options for later in the life cycle. Staff confirmed that this had been considered, and that the fleet includes many full sized trucks currently, and that a mid-size may be more suited for other department's use of later in the lifecycle and the fuel economy is expected to be greater. Committee inquired about whether this tender could be used to purchase both. Staff are expecting similar pricing in the second tender, however should companies tender substantially higher for the second round, Staff will investigate why their is a discrepancy in the two quoted prices. Staff confirmed there is concern and it is currently being investigated with the new owner (switch) of the previous program. The challenge is that if it continues to collect and the provider does not remove it for recycling, the Township will need to find a way to dispose of it at Township cost. Committee noted that monitoring and enforcement would be required to change the parking behaviours of drivers and discussed whether consideration should be given to restricting parking on side streets to maintain sight lines. Committee inquired about the confined space equipment and whether Township staff have confined entry requirements. Staff noted that some equipment is customized, and it is standard practice for municipalities to own the equipment. It is still less expensive than hiring a special crew with the correct equipment to perform the work. Committee suggested a formal agreement with OCWA that the operators maintain the equipment. Staff noted that there is an annual requirement to inspect, and this equipment would be incorporated into the existing annual inspections. Staff provided additional information on how the equipment will be used, and that there is no requirement for them to be detached in the space. Calibration records, and monitoring for gas were noted. Staff will confirm that all required legislative responsibilities are fulfilled. Staff would provide an update to Council following the 2025 season, or sooner if deemed appropriate to identify these impacts, and suggest mitigating measures. Committee discussed whether there was potential to levy a fee to users of Township Roadways to users of the Horse drawn carriage community, given the need for repairs from excessive wear attributed to use of specific types of horse shoes. The Mayor congratulated Staff on the Official Opening of the Ripley Medical Clinic. Committee acknowledged that this collaborative project assists residents in Huron-Kinloss with health care needs, and is an excellent example of co-operation and innovative solutions.
