In the absence of the Mayor and Deputy Mayor, the Clerk opened the meeting at 7:00 p.m. Committee of the Whole appointed a Chair for the meeting.

Councillor McGugan assumed the Chair.

Ken MacLeod presented a request for a letter of support from Council to Kindred Credit Union in support of  opening a location in Huron-Kinloss.  MacLeod provided information on the financial organization and presented a petition to Council.  

Committee of the Whole inquired about whether MacLeod had heard from the company of expansion plans at this time.  Staff indicated that there was information available to support the community case, should a letter be requested. Committee of the Whole inquired about MacLeod's connection to the organization.  MacLeod is only involved at a customer level. 

This item was referred back to Staff for investigation and a report will be brought forward on how to facilitate this. 

Committee of the Whole inquired about whether the relief officer position would be replaced.  Staff indicated that due to the resignation summer patrols will be very limited.  At this time, Staff are investigating  contracting services that other municipalities use.

    AND approves the temporary road closure requests from the Ripley Agricultural Society.

    AND FURTHER declares the 2003 F-250 Pickup truck to be surplus.

Committee of the Whole inquired about the number of connections required to recoup net costs and asked for clarification on the calculations. Staff provided information on possible outcomes which would affect pricing and expected timeline differences.  Staff advised that if Committee of the Whole requests changes to the agreement, it would result in a new application being required from Hydro One and the process would begin anew.  

Committee of the Whole clarified the timeframe within which the costs could be recouped on sold lots.  Staff confirmed that it is at the connection point, per connection point, not per lot size or at the time of land sale. 

Committee of the Whole inquired about the timeline for completion of the hydro work.  Staff indicated that the work is expected to take one week after start to complete.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number PW-2023-07-40, prepared by John Yungblut, Director of Public Works;

    AND authorizes entering into a hydro servicing agreement with Hydro One Networks Inc. for the Ripley Industrial Park;

    AND FURTHER authorizes Staff to proceed with Option A as outlined;

    AND FURTHER authorizes entering into an easement agreement with Hydro One Networks Inc;

    AND FURTHER authorizes any appropriate by-laws be brought forward to the next Council meeting.

Committee of the Whole inquired about whether trees would be replanted to replace the ash.   Staff indicated that it may be prudent to leave the forest to regenerate on its own, as it is a heavily forested area.  

Committee inquired about liability.  Staff confirmed that is covered within the agreement.

    AND FURTHER agrees to enter into an agreement with Bauman Sawmill Inc. for the harvesting of timber on the unopened road allowance located between Con. 7 Lot 15 and Con. 7 Lot 16 Kinloss;

    AND FURTHER authorizes the appropriate by-law comes forward.
