Committee of the Whole inquired about Boiler Beach Road parking and timing of no-parking signs. Staff anticipate these to be placed within the next few weeks.

The Fire Chief reported that the new recruits have started and begin their formalized training in October. Committee of the whole requested an opinion from the Fire Chief on the resolution in Report CLK-2025-21, item 4.7a (4.c).  The Fire Chief supported NFP Standards as the ideal training requirements.  

Committee inquired about whether the Fire Chief would be attending the Beach Association Meetings.   Staff have offered to meet with the executive's of the Beach Association to discuss any concerns.  The Chief suggested that members of Council provide the reports received by Council to date on the topics of concern to residents, and Staff could meet with those residents specifically to address specific questions they might have.

Staff provided information to members of Council regarding how to report fires burning without a permit being issued.

    AND FURTHER authorizes the Community Emergency Management Coordinator (CEMC) to issue the Special Events Permit for the Ripley Reunion when permit conditions are met.

Staff confirmed that the Lucknow Recreation Board has received the proposed changes, and staff have been advised that the Board intends to adopt section 7.1 (cancellation policy).

Committee of the Whole discussed the application of the micro-surfacing product. 

Committee of the Whole discussed the Vehicle Policy, and whether there is a requirement for the vehicles to stay within the Township, whether it was addressed as a CRA taxable benefit, and how kilometers measured for this purpose.  Kilometers are measured from the workplace to home regardless of where the employee lives, and the policy does not restrict this or the use of vehicles to the township geographic area.

Committee of the Whole discussed the paving and cost apportionment for the project at the Lucknow Recreation Department.

Committee discussed the condition of the various roads.  Staff were encouraged to continue monitoring wear and developing solutions to mitigate impacts presumed to be caused by the use of certain shoes on horses.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-31 prepared by John Yungblut, Director of Public Works,

    AND FURTHER approves the proposed amendments to the Township Vehicle Use Policy;

    AND FURTHER approves an amending by-law be brought forward.

Staff clarified the portion of Part 3 which is changed from the tender.  The Storm sewer work has been removed and only road reconstruction will be done.

Committee inquired as to where water would be going if not collected in a constructed Storm sewer on Ash street.  Staff provided information on the projected path, noting that the roadway will carry the runoff into an undeveloped area.  The paved area remains the same, and the soil is sandy in this area.  Cedar and Spruce have houses lower than the roadway and would be more impacted by street runoff.

Committee of the Whole inquired about the procurement process for this specific project, and whether the invitation should be extended.  Staff noted that per the factors outlined in the report, it was felt that inviting contractors whose work the Township was familiar and comfortable with.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2025-32 prepared by John Yungblut, Director of Public Works;

    AND FURTHER accepts Part 1, Part 2 and a portion of Part 3 of the tender from Kurtis Smith Excavating Ltd. in the amount of $253,200 plus HST for the installation of storm sewers on Cedar Close and Spruce Cres. and roadwork on Ash St. in Point Clark;

    AND FURTHER that the appropriate by-law come forward.

Bruce County Ambulance in Holyrood, discussions did take place about locating within Township sheds, however the logistics of it didn't work out. It has been located on Bruce County property instead. 

The MVCA rep noted that there will be a funding announcement for a collaborative project with the MVCA.

Pine River Watershed 75th anniversary was attended by the Mayor.  The morning break with the Mayor was held recently in Point Clark.  

The Meeting Scheduled for August 18th will be cancelled to allow members of Council to attended the Association of Municipalities of Ontario (AMO) annual conference. 

Committee members provided availability for upcoming community events.

    THAT Committee of the Whole move into closed meeting at 8:10 p.m. for the purpose of considering:

    1) a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere signficantly with the contractual or other negotiations of a person, group of persons, or organization (Westario Power);

    2) personal matters about an identifiable individual, including municipal or local board employees (personnel);

    pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Committee of the Whole return to regular open meeting upon completion.
