The Committee of the Whole Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on September 3, 2025  in the Council Chambers.

Paul Sherban with Ontario Clean Water Agency (OCWA) will be presenting  Water Systems Quarterly Reports.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole receives for information Report BLD-2025-18 prepared by Brett Pollock, Manager of Building and Planning/CBO.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report BLD-2025-20 prepared by Brett Pollock;

    AND FURTHER that Committee of the Whole direct Staff to recommend approval to the County of Bruce for a two year extension for the Draft Plan of Subdivision, Part Lots 216 to 218 Registered Plan 232, Geographic Village of Ripley Township of Huron-Kinloss;

    AND FURTHER that Committee of the Whole, in accordance with Section A8 Existing Approvals of the Water and Wastewater Capacity Allocation Policy, remove all capacity allocation for Lots 216 to 218 Registered Plan 232, Geographic Village of Ripley Township of Huron-Kinloss;

    AND FURTHER that a new Water and Wastewater Allocation request be submitted at the time of registration of the plan subdivision.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BLE-2025-10, as prepared by Heather Falconer, Municipal By-Law Enforcement Officer.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2025-17 prepared by Jeff Bradley, Fire Chief.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2025-18 prepared by Mel Moulton, Emergency Services/ Health & Safety Coordinator-CEMC;

    AND FURTHER authorizes the Community Emergency Management Coordinator (CEMC) to issue the Special Events Permit for Ripley Agricultural Society Annual Fall Fair when permit conditions are met.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report DRA-2025-11 prepared by Jennifer White, Manager of Legislative Services/Clerk;

    AND FURTHER that Staff be directed to bring forward the appropriate by-laws to award construction of drainage works to TAS Excavating and Rentals Ltd. in the amount of $63,129.00 exclusive of HST and Hanna & Hamilton Construction in the amount of $77,302.75 exclusive of HST for the Hamilton and Gaunt-Laidlaw Municipal Drains respectively.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report TRE-2025-39 prepared by Christine Heinisch, Treasurer;

    AND FURTHER directs Staff to put a motion on the Council agenda to approve the 2026 to 2031 water system financial plan prepared in accordance with Ontario Regulation 453/07 as presented.

  • Motion

    THAT the Township of Huron-Kinloss Committee of Whole hereby receives report TRE-2025-40 prepared by Christine Heinisch, Treasurer;

    AND FURTHER directs Staff to include January 26th, 2026 as the initial budget meeting on the 2026 Council meeting schedule.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report CS-2025-26 prepared by Mike Fair, Director of Community Services;

    AND FURTHER authorizes the appropriate by-law come forward confirming the Family Y Daycare Lease agreement.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-42 prepared by John Yungblut, Director of Public Works.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-43 prepared by Cory Dulong, Manager of Environmental Services.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-45 prepared By Cory Dulong, Manager of Environmental Services.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole receive Report CLK-2025-27 prepared by Jennifer White, Manager of Legislative Services/Clerk and Leanne Scott, Human Resources Generalist; and

    FURTHER THAT the appropriate by-laws be brought forward to update the Hiring Policy and repeal existing non-statutory appointments.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2025-22 prepared by Leanne Scott, Human Resources Generalist;

    AND FURTHER authorizes the appropriate By-law come forward confirming the hiring of William LeGrand, as the Communications Coordinator.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2025-25 prepared by Kelly Lush, Deputy Clerk;

    AND FURTHER grants an exemption to the Noise By-law No. 2005-101 to permit fireworks on Saturday, September 13 at 1042 Bruce Road 7 for a wedding celebration and to permit a tractor pull on Friday, September 26 and live music until 1:00 a.m. on Sunday, September 28th as part of the Ripley Fall Fair.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 6.0.

    THAT Committee of the Whole move into closed meeting at [time] for the purpose of considering:

    1) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; (legal and insurance claim update);

    2) personal matters about an identifiable individual, including municipal or local board employees (personnel)

    pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Committee of the Whole return to regular open meeting upon completion.
