Mayor Murray called the meeting to order at 7:00 p.m.

    THAT the minutes of the Council meeting of June 12, 2023 (Planning) be adopted as presented.

Trudy Parsons, Managing Director and Clark Hoskin, Senior Manager with Deloitte presented to Council an introduction to the Township of Huron-Kinloss Strategic Plan 2023-2033. 

Deloitte provided an overview of the timelines and process which will be used to develop the plan.  Stakeholder engagement will include Staff, Council, Community groups and the public.  The value of having a strategic plan was discussed.

Council requested more information on the types of engagements and groups that will be targeted.    Staff provided information on what that process will look like to ensure that a robust engagement occurs.  More information will be provided after a strategic planning meeting next week.  

Council requested information on what measures will determine if the goals have been met in the plan.  Parsons provided information on how the Key Performance Indicators (KPIs) will be developed, and these KPIs will be the tools used to measure the objectives.  Parsons spoke of the importance of having realistic measures that can be achieved.

Council inquired about a Canada Post charge, which Staff indicated was for postage.

This report was discussed verbally at the June 5, 2023 Committee of the Whole meeting but was not included on the agenda due to a technical issue.  The written report was provided for information only.  

Council inquired about the delivery time for the new proposed vehicle.  Staff indicated a 6 week delivery timeline.  Staff indicated that the turret nozzle feature is not available on this truck.

    WHEREAS Council, through the June Confirmatory By-law approved Committee of the Whole recommendation 06/05/23 – 06 which approved the purchase of Vortex Model Pumper Truck for the Lucknow District Fire Department pending Fire Board and Ashfield-Colborne-Wawanosh Council approval;

    AND WHEREAS at the special meeting of the Lucknow and District Fire Board on June 17, 2023, the Board defeated the motion to approve the purchase;

    AND WHEREAS the Lucknow and District Fire Board passed resolution 06/17/23 LDFB - 01 to recommend the respective Councils accept a new proposal as outlined in Report FIRE-2023-06-28;

    NOW THEREFORE BE IT RESOLVED THAT the Township of Huron-Kinloss Council hereby receives Report Number FIRE2023-06-28 prepared by Chris Cleave, Fire Chief.

    AND FURTHER accepts the proposal and costing as submitted by Dependable Emergency Vehicles;

    AND FURTHER directs the Fire Chief to proceed with the purchase of the proposed FC-94 Model Pumper Truck for the Lucknow District Fire Department as recommended by the Lucknow and District Fire Board;

    AND FURTHER That the source of funding for this purchase be the Near-Term Investments Funding, with the source of funding for the difference between the purchase price and the Near-Term Investments Funding being the Fire Equipment Reserve.

    AND FURTHER directs the Clerk to put a by-law on the agenda as a matters arising.

    THAT the Township of Huron-Kinloss Council hereby receives for information all items listed in Section 9.0.

Council members had the opportunity to provide an update on Board and Committee meetings. 

Councillor Flett provided information on a LAS automated speed enforcement bulletin issued by the Association of Municipalities of Ontario.  This matter was referred to Staff.  A discussion as to jurisdiction of speed related offences took place.

The Mayor requested a meeting be scheduled for a possible tour and ideas from staff on options related to increasing safety on Boiler Beach Road.  

Staff reported that the landfill will be closed this Friday due to a lack of staff available.  

A property owner has shared a by-law enforcement issue on social media.  The Mayor reminded Council that should they receive calls about this or similar issues, that By-law Enforcement is doing the job of enforcing the policies and by-laws enacted by Council.     

Council inquired about the types of flags that would be excluded should this policy be repealed.  

Council discussed the types of flags that have been requested and flown in the past under this policy.  Staff confirmed that the existing policy prohibits flags that support discrimination, hatred, violence or prejudice.  Staff confirmed that repealing the policy would not affect government flags or the half-masting policy.

    WHEREAS the Township of Huron-Kinloss passed By-law 2018-62 being a by-law to Adopt a Community Flag Raising Policy to establish the framework to govern requests for flag raisings and to establish a consistent protocol for flying of flags at the community flag pole at the entrance to Memorial Park and the Ripley-Huron Community Centre;

    AND WHEREAS Council no longer supports the raising of flags as a symbol to enhance public awareness or activities, identify significant events and historical commemorations;

    NOW THEREFORE BE IT RESOLVED that the Council of the Township of Huron-Kinloss direct Staff to bring forward a By-law to repeal By-law No. 2018-62;

    AND FURTHER THAT the Township of Huron-Kinloss does not support the raising of community flags on Township property.

    THAT the Township of Huron-Kinloss Council move into closed meeting at 8:05 p.m. for the purpose of a proposed or pending acquisition or disposition of land by the municipality or local board (Ripley Industrial Park), pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

Council arose from closed meeting at 8:17 p.m. The Mayor reported that a closed meeting had been held and direction provided to Staff.

    WHEREAS Council received an offer from a private sector business to purchase the Industrial Park Land;

    AND WHEREAS Council discussed the proposal in closed session under section 239 (2) (c) of the Municipal Act "a proposed or pending acquisition or disposition of land by the municipality or local board";

    NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Township of Huron-Kinloss authorize the Chief Administrative Officer to negotiate the purchase per the confidential report;

    AND FURTHER THAT Staff be directed to engage the Township solicitor to draft a formal Offer to Purchase as outlined in the report;

    AND FURTHER THAT the Mayor and CAO be authorized to execute the offer to purchase the Industrial Park Lands and other such documents as required.
