Mayor Twolan called the meeting to order at 7:00 p.m.

The Clerk announced that the McGregor zoning application has been removed from the agenda at the request of the applicant. 

The Clerk requested Council permit an addition to tonight’s agenda following the Staff reports for the CAO to provide a personnel update.  Council concurred with the request.

    THAT the Township of Huron-Kinloss Council hereby adopts the September 20, 2021 Council Meeting Minutes AND the October 4, 2021 Committee of the Whole Meeting Minutes as presented.

The applicant requested the application for Zoning By-law Amendment Z-2021-049 be put on hold.  As a result,  the Public Meeting scheduled was cancelled. 

Coreena Smith, Planner explained that the purpose of the application is to create one new lot for medical clinic purposes (Severed Parcel #1) which will maintain its current Institutional zone; create one new lot for residential purposes (Severed Parcel #2) which will be rezoned from Institutional to Residential One Special with Holding, and retain one lot for residential purposes (Retained Parcel) which will also be rezoned from Institutional to Residential One Special with Holding. An amendment to the Zoning By-law is required to facilitate the lot creation. 

Comments from Council
Questioned if the application was supported because it was in the hamlet and not farmlands.  The Planner explained that it is within the settlement area, allowing for the additional severances. 

Questioned if it will impact the surrounding farms outside the hamlet for future development.  

The CBO explained that the requirements for the MDS remain unchanged as it is within the hamlet areas.

Abram Martin thanked Council for considering the application and would answer any questions of Council.

    THAT the Township of Huron-Kinloss Council approves the zoning application of Clarence M Martin and Levi S Martin for 2338 Bruce Road 6 to create one new lot for medical clinic purposes (Severed Parcel #1) which will maintain its current Institutional zone; create one new lot for residential purposes (Severed Parcel #2) which will be rezoned from Institutional to Residential One Special with Holding; and retain one lot for residential purposes (Retained Parcel) which will also be rezoned from Institutional to Residential One Special with Holding.

    That the Township of Huron-Kinloss Council hereby approves Report Number BLDG2021-10-26 prepared by Matt Farrell, Building and Planning Manager/CBO AND authorizes entering into a site plan agreement AND that holding designation be lifted from 382 Whitechurch Street AND FURTHER approves the appropriate By-Law come forward.

The CAO provided an update to Council noting that two staff resignations have been recently received. Travis Reid, PW Operator, and Chris Davey Facility Maintainer.  Staff will be moving forward with advertising for the positions.
