    THAT the Township of Huron-Kinloss Council hereby adopts the May 16, 2022 Council Meeting Minutes AND the June 6, 2022 Committee of the Whole Meeting Minutes as presented.

Julie Steeper from the County explained that the application proposes to seek site-specific zoning provision to allow for a parochial school serving the Mennonite Community at 251 Hayes Lake Avenue, in the Township of Huron-Kinloss. The purpose of the application is to rezone a portion of the property (60m X 73m) to allow for the placement of a Parochial School. The provision would address the proposed institutional use as well as a reduction of the front yard setback. The land is designated to have high archeological potential and a hold provision requiring an Archaeological Assessment for the lands containing high archaeological potential is proposed.

Comments from Council
Council noted safety concerns as the location of the school is at a crest of a hill and children walk up the hill to school. Comments were made related to whether  Mennonite schools and provincial schools follow the same rules and regulations. Council requested staff provide clarification on how Mennonite schools are regulated.

    THAT the Township of Huron-Kinloss Council hereby approves the planning application from Orvie Martin for 251 Hayes Lake Ave - CON 11 LOT 14 (Kinloss) to rezone a portion of the property (60m X73M) to allow for the placement of a Parochial School with a holding provision requiring an Archaeological Assessment for the lands containing high archaeological potential is proposed AND FURTHER approves the appropriate By-Law coming forward.

Julie Steeper from the County explained the purpose of the application is to sever a +/- 782.62 sq.m. residential lot from a +/- 3372.61 sq.m. parcel at 136 Boiler Beach RD and 137 Boiler Beach RD in the Township of Huron-Kinloss. An amendment to the Zoning By-Law is required to rezone the lands from Residential (R1) to Residential Special (R1-25.164) and Resort/Recreational Commercial (RRC) to Resort Recreational Commercial Special (RCC-25.163) to recognize the existing lot sizes, lot frontages, and for the need of tertiary septic system for the proposed severed lot. If approved, the subject Zoning By-Law amendment would facilitate the re-creation of two lots that previously merged on title.

Comments from Council
Council inquired if properties in the area have similar frontage. The Planner confirmed that the area does have similar frontage. Council questioned if the tertiary septic system will be a condition for the property . The Planner confirmed that the tertiary septic system will be a condition in the severance application.

    THAT the Township of Huron-Kinloss Council hereby approves the planning application of Dianne MacMasters and Ryan MacMasters to sever a +/- 782.62 sq.m. residential lot from a +/- 3,372.61 sq.m. trailer park parcel AND FURTHER approve the appropriate By-Law coming forward.

Monica Walker-Bolton from the County explained that the purpose of this application is to sever a property 21 hectares in area from a 61-hectare farm. An associated Zoning By-Law Amendment is proposed to recognize a lot area of 21 hectares for the severed lot.

    THAT the Township of Huron-Kinloss Council hereby approves the planning application for David W. Hoover for 25 Huron-Kincardine East - CON 12 Lot 1 (Huron) to sever a property 21 hectares in area from a 61 hectare farm AND FUTHER approve the appropriate By-Law coming forward.

Coreena Smith from the County explained that the purpose of the application is to add 'Semi-detached Dwelling', Townhouse Dwelling', Life Lease Community Home', and ' Life Lease Community Home' as permitted uses in the existing Lifestyle Community Residential (LCR) zones. The application would also amend and add new definitions to reflect these additional uses. If approved, the application would facilitate a life lease occupancy development on this site.

Comments from Council
Council inquired if mobile homes can be put on the property if zoned Life Lease Community Home. The Planner confirmed that mobile homes would not be permitted on this property.

Comments from the Public
Chris Gordon 7 McTavish Crescent, current owner of a single detached property in this subdivision questioned if the newly permitted uses from the property in the application would be rented and if this application would change anything for existing owners in the subdivision. The Planner stated that under the " Life Lease Community" and "Life Lease Community Home" the buyer purchases an interest in that property—which gives the buyer the right to occupy a unit for a long period of time, often for their lifetime. The buyer pays a lump-sum purchase price, and then continues to pay: property taxes. monthly fees for maintenance. This change in zoning would not affect existing owners of single detached dwellings in the subdivision.

    THAT the Township of Huron-Kinloss Council hereby approves the planning application from Bill Clancy for 41 McTavish Cr- CON 8 PT LOT 16 Huron W Sec; M49 PCL Plan 2 (Ripley) to add ' Semi-detached Dwelling', Townhouse Dwelling', 'Life Lease Community', and 'Life Lease Community Home' as permitted uses in the existing Lifestyle Community Residential (LCR) Zones AND FURTHER authorizes the appropriate By-Law coming forward.

Karen Sabzali and Jodi Ball of PRC Solutions facilitated a stakeholder meeting with Council to request initial feedback and gain potential future direction for a Parks and Recreation Master Plan for the Township of Huron-Kinloss.
