Deputy Mayor Murray called the meeting to order at 7:00 p.m.

    THAT the Township of Huron-Kinloss Council hereby approves the June 20, 2022 Council Meeting Minutes AND the July 4, 2022 Committee of the Whole Meeting Minutes as presented.

1183 Sideroad 25 - CON 11 PT OF LOT 26 RP 3R-5490 PART 1 (HURON)

Monica Walker Bolton, Senior Planner presented the planning report and explained that the purpose of the application is for a Zoning By-Law Amendment to add the permitted use of private events including catered events on the subject property. 

Ms. Walker-Bolton noted that the application received letters of support and no objections were received.  A letter of support was received late and was read aloud from the planner and will form part of the public record. 

Comments from Council

Council requested confirmation that the proposed use will have no negative effects on the neighbouring agricultural properties. 

The Planner confirmed that through their review and comments received that the proposed use will not have negative effects on the neighbouring properties and indicated that there is no change to the minimum setbacks for agriculture use. 

She explained that the applicant understands they are part of the agricultural community and through the process has reached out to the neighbours and have received their support.    

Council requested additional information on the proposed use and if there would be winter activities. 

The Planner explained that the intent is for a rural country retreat experience intended for small intimate gatherings specializing in weddings, birthday parties, and yoga retreats.  She noted that the zoning would be for year-round use and if there is an opportunity then events could happen throughout the seasons. 

Comments from the Applicant

Karen Griffin, applicant expressed that she was grateful for the application being brought forward and that they have been navigating through the process since the fall of 2021. She explained that her space is surrounded by willow trees with a boho vibe showcasing antique design in a rural setting.  It is a space for people to gather in a safe relaxing space for ceremonies and elopements, bridal and baby showers, and has been approached to host painting workshops, makers market for local artists. 

Comments from the Public

Perry Elliott, 2176 Concession 10 questioned a letter that was sent to the applicant from the Fire Chief referencing a $50,000 fine. 

The Manager of Building and Planning confirmed that a letter from the Fire Chief was delivered to the applicant to make it clear that the barn could not be used until the fire safety issues as indicated in the Engineers report were completed and that non-compliance could result in a fine of up to $50,000. 

Council questioned if the applicant received a $50,000 fine.  The Manager of Building and Planning confirmed the applicant did not receive a $50,000 fine.  

Council commented on the structural concerns and noted that the Engineer did a very good report. They also noted that the procedure for the Fire Chief is for a letter to be delivered and that the information contained includes what could happen for non-compliance.

    THAT the Township of Huron-Kinloss Council hereby approves the planning application of Karen Griffin for 1183 Side Road 25 being Concession 11 Part of Lot 26 RP 3R-5490 Part 1, to rezone the property from General Agriculture (AG1) to General Agriculture – Special Provisions (AG1-25.165) to permit private events including catered events AND FURTHER authorizes the appropriate By-Law coming forward.
