The regular Meeting of the Council of the Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on December 18, 2023 in the Council Chambers.

  • THAT the minutes of the Council Meetings of November 20, 2023 and December 11, 2023 and the Committee of the Whole Meeting of December 4, 2023 be adopted as presented.

Farah Sheriffdeen, Municipal Program Coordinator, Food Cycle Science Corporation will provide an update to Council on the FoodCycler pilot program.

  • THAT the Township of Huron-Kinloss Council hereby receives for information Report TR-2023-12-78 prepared by Jodi MacArthur, Treasurer;

    AND FURTHER ratifies and confirms payment of the November accounts in the amount of $2,820,470.13.

  • THAT the Township of Huron-Kinloss Council hereby receives for information Report TR-2023-12-79 prepared by Jodi MacArthur, Treasurer.

  • That the Township of Huron-Kinloss Council hereby authorizes payment of the December accounts in the amount of $ 1,855,050.78

  • THAT the Township of Huron-Kinloss Council hereby receives for information Report TR-2023-12-81 prepared by Jodi MacArthur, Treasurer;

    AND FURTHER authorizes prebudget approval to hire B.M. Ross and Associates Limited to prepare an updated background study under the Development Charges Act at a cost of $25,000.00 plus HST.

  • THAT the Township of Huron-Kinloss Council hereby receives for information Report TR-2023-12-80 prepared by Jodi MacArthur, Treasurer;

    AND FURTHER approves the purchase of Time Well Scheduled, Noratek Solutions Inc., Cloudpermit By-Law Module and Envisio Plans, Projects, Analytics and Public Dashboard and ratifies and confirms the execution of any necessary agreements.

  • THAT the Township of Huron-Kinloss Council receive for information Report CLK-2023-12-71, prepared by Ken McCallum Drainage Superintendent and Jennifer White, Manager of Legislative Services/Clerk;

    AND FURTHER THAT Council authorize entering into an agreement with Birnam Excavating Ltd. to pay $57,644.41 +HST of the repair costs associated with the slope repair;

    AND FURTHER THAT the Mayor and Clerk be authorized to execute on behalf of Council any documents as required for such agreement.

  • THAT By-Law No. 2023-109 being the VanDiepenbeek Municipal Drain By-Law be read a third time and enacted this 18th day of December, 2023.

  • THAT the "Repeal Committees of Council Policy By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 124.

  • THAT the "Pollock Municipal Drain Repair 2023 By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 125.

  • THAT the "Walden Municipal Drain Repair 2023 By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 126.

  • THAT the "Lowry Municipal Drain Repair 2023 By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 127.

  • THAT the "Wilken Municipal Drain Repair 2023 By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 128.

  • THAT the "2024 Consolidated Rates and Fees By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 129.

  • THAT the "2024 Water Wastewater Fees By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 130.

  • THAT the Robert McDonald Municipal Drain Actual Cost By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 131.

  • THAT the "Emerson Municipal Drain Actual Cost By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 132.

  • THAT the "Permanent Liquor Licence 2023 Policy By-law be deemed to be read a first, second, third and finally passed and numbered as By-law No. 2023-133.

  • THAT the "Alcohol-Risk Management 2023 Policy By-law be deemed to be read a first, second, third and finally passed and numbered as By-law No. 2023-134.

  • THAT the "Her Strength Studio Agreement 2023 By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 135.

  • THAT the "Zoning Amendment By-Law Z-2023-082 Van Sickle" be deemed to be read a first, second, third time and finally passed and numbered as By-Law No. 2023 - 136.

Council members have the opportunity to provide an update on Board and Committee meetings.

  • THAT Council move into closed meeting at [time] for the purpose of personal matters about an identifiable individual, including municipal or local board employees (personnel), pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

  • THAT the "Confirmatory December 2023 (2) By-Law" be deemed to be read a first, second, third time and finally passed and numbered as By-Law No. 2023 - 137.
