The Committee of the Whole Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on May 6, 2024  in the Council Chambers.

Ted Briggs, Great Lakes Advisor with the Ministry of Environment, Conservation and Parks will present to Council the Healthy Lake Huron program.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BLDG-2024-05-01, as prepared by Michele Barr, Deputy Chief Building Official.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole receives for information, Report BLDG-2024-05-02, prepared by Bill Klingenberg, Manager of Building and Planning, CBO.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BLE-2024-05-7, as prepared by Heather Falconer, Municipal By-Law Enforcement Officer.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIRE-2024-05-01 prepared by Mel Moulton, Emergency Services/ Health & Safety Coordinator-CEMC.

    AND FURTHER authorizes the Community Emergency Management Coordinator (CEMC) to issue the Special Events Permit for Dungannon Super Pull and Demo Derby when permit conditions are met.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report DRAIN-2024-05-23 prepared by Ken McCallum, Drainage Superintendent

  • Motion

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2024-05-19 prepared by Mike Fair, Director of Community Services;

    AND FURTHER authorizes the appropriate By-law coming forward.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2024-05-21 as prepared by Mike Fair, Director of Community Services.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CS-2024-05-22 prepared by Mike Fair, Director of Community Services

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW2024-05-22 prepared by John Yungblut, Director of Public Works.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW2024-05-23 prepared by John Yungblut, Director of Public Works;

    AND agrees to enter into a six (6) month contract effective July 1, 2024 with Veolia Canada, Inc. for the provision of water and wastewater services in the amount of $376,449.95 plus HST;

    AND FURTHER authorizes the Director of Public Works and Clerk to sign all necessary documentation;

    AND FUTHER directs Staff to initiate the Request for Proposal (RFP) process for the procurement of water and wastewater services effective Jan. 1, 2025.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-05-24 prepared by John Yungblut, Director of Public Works.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-05-25 prepared by John Yungblut, Director of Public Works;

    AND accepts the tender from Lavis Contracting Co. Limited in the amount of $790,185.75 plus HST for the paving of hot mix asphalt on Lake Range Dr., Con. 2 and Grey Ox Ave;

    AND FURTHER that the appropriate by-law come forward;

    AND FURTHER grants an exemption to Purchasing and Procurement Policy.

    THAT the Township of Huron-Kinloss Council hereby receives Report PW2024-05-26 prepared by John Yungblut, Director of Public Works;

    AND FURTHER directs Staff to prepare a draft Unopened Road Allowance Policy for Council consideration.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2024-05-27, prepared by John Yungblut, Director of Public Works.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information report BED-2024-05-11 prepared by Michelle Goetz, Manager of Strategic Initiatives and Amy Irwin, Economic Development Officer.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BED-2024-05-12 as prepared by Amy Irwin, Economic Development Officer;

    AND FURTHER THAT an exemption be provided from By-law 2006-50 to permit refreshment vehicles to locate on municipal property, at no cost, for any municipally organized event in 2024,

    AND FURTHER THAT Staff be directed to review the refreshment vehicle by-law and provide a report to Council on suggested amendments.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2024-05-19 prepared by Leanne Scott, Human Resources Generalist;

    AND accepts with regret the resignation of Bill Klingenberg, Manager of Building & Planning Services/Chief Building Official.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2024-05-20, prepared by Mike Bartlett, Administrative Coordinator

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2024-05-19 prepared by Kelly Lush, Deputy Clerk;

    AND grants an exemption to the Noise By-law No. 2005-101 to permit music at a wedding reception on Saturday July 6, 2024 from 9:00 p.m. until 1:00 a.m. on Sunday, July 7, 2024 located at 353 Lake Range Drive, Kincardine;

    AND FURTHER grants an exemption to the Noise By-law No. 2005-101 to permit music at a wedding reception on Saturday, September 7, 2024 from 9:00 p.m. until 1:00 a.m. on Sunday, September 8, 2024 located at 701 Yosacha Place, Kincardine.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2024-05-21 prepared by Kelly Lush, Deputy Clerk;

    AND FURTHER THAT Staff be directed to place a by-law on the Council agenda to confirm the appointment of the Community Appointees as recommended by the South Bruce OPP Detachment Board Advisory Committee.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2024-05-22, as prepared by Jennifer White, Manager of Legislative Services/Clerk;

    AND FURTHER THAT Staff be directed to place the proposed resolution on a Council agenda for consideration.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 5.0.

Lisa Thompson, The Minister of Agriculture, Food and Rural Affairs has wrote to Council  to ask that the municipality  consider the needs and potential impacts on agriculture in the community when evaluating proposed changes to stormwater or other fees.
