The Regular Meeting of the Council of the Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on September 18, 2023 in the Council Chambers.

  • THAT the minutes of the Committee of the Whole Meeting of September 6, 2023 and the Council Meetings of August 21, 2023 and September 11, 2023 (Planning) be adopted as presented. 

None Scheduled. 

The Manager of Building Services/Chief Building Official will explain the proposed changes to the building fees. 


Public Comments


Any person or public body that has comments on the proposed changes to the building fees may provide comments. 


Council Comments


The Members of Council may question and make clarification on the proposed changes to the building fees. 

  • THAT the appropriate by-law be brought forward as a matters arising to amend the building fees as outlined in Report BLDG-2023-08-18.

  • That the Township of Huron-Kinloss Council receives for information Report Number TR-2023-09-60 prepared by Jodi MacArthur, Treasurer;

    AND FURTHER hereby ratifies and confirms payment of the August 2023 accounts in the amount of $2,088,647.65.

  • That Township of Huron-Kinloss Council receives for information Report Number TR-2023-09-61 Revenue and Expenditure Reports to August 31, 2023 prepared by Jodi MacArthur, Treasurer.

  • That the Township of Huron-Kinloss Council receives for information Report Number TR-2023-09-62 prepared by Sarah Phelan, Administrative Assistant Finance;

    AND FURTHER authorizes payment of the September accounts in the amount of $1,448,280.28.

  • THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number PW-2023-09-46, prepared by John Yungblut, Director of Public Works;

    AND accepts the quotation from Cubex Limited in the amount of $424,731.50 plus HST for the purchase of one (1) Scarab Maven 65 demo street sweeper;

    AND FURTHER authorizes the appropriate by-law comes forward on tonight’s agenda.

  • THAT the Township of Huron-Kinloss Council hereby receives for information, Report Number PW-2023-09-47, prepared by John Yungblut, Director of Public Works.

  • THAT the Township of Huron-Kinloss Council hereby approves report number CAO-2023-09-31, prepared by Mary Rose Walden, Chief Administrative Officer; AND further, approves lifting the easement from 2 McTavish Crescent, Lot 2, Plan M49, being Part 1 3R-1928; AND further a by-law brought forward authorizing the execution of any documents.

  • THAT the Township of Huron-Kinloss Council hereby approves report number CAO-2023-09-30, prepared by Mary Rose Walden, Chief Administrative Officer;

    AND FURTHER authorizes by-laws to be brought forward on tonight’s agenda to appoint South Bruce Fire Chief Guy Gallant as Acting Fire Chief and to ratify the agreements with the Municipality of South Bruce and the Municipality of Brockton.

  • THAT the Township of Huron-Kinloss Council hereby approves Report Number CLK-2023-09-52 prepared by Jennifer White, Manager of Legislative Services/Clerk;

    AND FURTHER authorizes a by-law coming forward as a matters arising to remove the holding provisions from the property described as HURON CON 5 PT LOTS 1 AND 2, as outlined on Schedule “A” included with the report.

  • THAT the Township of Huron-Kinloss Council hereby receive for information all items listed in Section 12.0 

Council members have the opportunity to provide an update on Board and Committee meetings. 

  • THAT Council move into closed meeting at [time] for the purpose of considering personal matters about an identifiable individual, including municipal or local board employees (disruptive incident); and litigation or potential litigation, including matters before administrative tribunals affecting the municipality or local board (by-law enforcement matter), pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Committee of the Whole return to regular open meeting upon completion.

  • THAT the "Confirmatory September 2023 (2)" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-105.
