The Committee of the Whole Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on July 7, 2025  in the Council Chambers.

    THAT the Township of Huron-Kinloss Committee of the Whole receives for information Report BLD-2025-14 prepared by Brett Pollock, Manager of Building and Planning/CBO.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BLE-2025-08, as prepared by Heather Falconer, Municipal By-Law Enforcement Officer.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2025-13 prepared by Jeff Bradley, Fire Chief.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIRE-2025-14 prepared by Mel Moulton, Emergency Services/ Health & Safety Coordinator-CEMC.

    AND FURTHER authorizes the Community Emergency Management Coordinator (CEMC) to issue the Special Events Permit for the Ripley Reunion when permit conditions are met.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CS-2025-20 prepared by Mike Fair, Director of Community Services.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report CS-2025-21 prepared by Mike Fair, Director of Community Services;

    AND FURTHER authorizes a By-law be brought forward to revise Ice Allocation Policy.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-31 prepared by John Yungblut, Director of Public Works,

    AND FURTHER approves the proposed amendments to the Township Vehicle Use Policy;

    AND FURTHER approves an amending by-law be brought forward.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2025-32 prepared by John Yungblut, Director of Public Works;

    AND FURTHER accepts Part 1, Part 2 and a portion of Part 3 of the tender from Kurtis Smith Excavating Ltd. in the amount of $253,200 plus HST for the installation of storm sewers on Cedar Close and Spruce Cres. and roadwork on Ash St. in Point Clark;

    AND FURTHER that the appropriate by-law come forward.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-33 prepared by Cory Dulong, Manager of Environmental Services.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-34 prepared By Cory Dulong, Manager of Environmental Services.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number PW2025-37 prepared by Cory Dulong, Manager of Environmental Services;

    AND FURTHER approves an amendment to the Consolidated Rates and Fees By-Law for agricultural plastics/bale wrap;

    AND FURTHER authorizes the appropriate by-law to come forward.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report CAO-2025-15 prepared by Leanne Scott, Human Resources Generalist;

    AND authorizes removing the pilot program status of the Working From Home policy;

    AND FURTHER that the amended by-law be brought forward approving the Working From Home Policy.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report Number CAO-2025-16 prepared by Jodi MacArthur, Chief Administrative Officer,

    AND FURTHER directs Staff to proceed with posting for expressions of interest for Drainage Superintendent Services.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information all items listed in Section 6.0.

Peter Postma with B.M. Ross and Associates Limited provided the May water monitoring results from the Pine River with similar results to the April results. It was noted that E.Coli was likely low from little preceding weather and low phosphorus from little rain and spring uptake in an apparent phosphorus limited environment, leaving unused nitrate.
No comments were noted for the June results.

    THAT Committee of the Whole move into closed meeting at [time] for the purpose of considering:

    1) a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere signficantly with the contractual or other negotiations of a person, group of persons, or organization (Westario Power);

    2) personal matters about an identifiable individual, including municipal or local board employees (personnel);

    pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Committee of the Whole return to regular open meeting upon completion.
