Proposed Update to Firefighter Complement, FIR-2025-07

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2025-07 prepared by Jeff Bradley, Fire Chief, AND FURTHER authorizes the appropriate by-law coming forward.

Fire and Emergency Services April 2025, FIR-2025-08

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIR-2025-08 prepared by Jeff Bradley, Fire Chief.

c.

Emergency Management and Health & Safety April 2025, FIR-2025-10

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report FIRE-2025-10 prepared by Mel Moulton, Emergency Services/ Health & Safety Coordinator-CEMC.

  AND FURTHER authorizes the Community Emergency Management Coordinator (CEMC) to issue the Special Events Permit for Dungannon Super Pull and Demo Derby when permit conditions are met.

Treasury

a.

2025 Budget Amendment, TRE-2025-19

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report TRE-2025-19 prepared by Christine Heinisch, Treasurer;

  AND FURTHER authorize Staff to provide notice of the proposed 2025 budget amendment as legislated;

  AND FURTHER authorizes Staff to bring forward a by-law to amend the 2025 budget to include additional Asphalt paving and Parkplace Easement Remediation.

Community Services

a.

Parks and Trail Plan and Kin Bruce Residents Letter, CS-2025-14

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CS-2025-14 prepared by Mike Fair, Director of Community Services;

  AND FURTHER that a by-law be brought forward to amend the Parks and Trails plan to include the updated ratios;

  AND FURTHER that Staff be directed to respond to the correspondence to Council as outlined in the report.

Community Services Programming Update May 2025, CS-2025-15

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2025-15 prepared by Elyse Dewar, Administrative Assistant/Program Coordinator.

c.

Pickleball Court Fundraising Request, CS-2025-16

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby approves Report Number CS2025-16 prepared by Mike Fair, Director of Community Services;
  
  AND FURTHER authorizes staff to waive future facility rental fees for the purpose of the Point Clark Pickleball court construction fundraising campaign.

Lucknow Kinsmen Support Requests 2025, PW-2025-22

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2025-22 prepared by John Yungblut, Director of Public Works;

  AND FURTHER approves supporting the 2025 Lucknow Super Pull and 2025 Music in the Fields events as described in this report.

Transportation May 2025, PW-2025-24

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-24 prepared by John Yungblut, Director of Public Works.

Landfill Management Report May 2025, PW-2025-25

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-25 prepared By Cory Dulong, Manager of Environmental Services.

Boiler Beach Rd Parking Restrictions 2025, PW-2025-26

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report PW-2025-26 prepared by John Yungblut, Director of Public Works;

  AND FURTHER approves an amendment to the Traffic and Parking By-Law to restrict parking at various locations along the west side of Boiler Beach Road

  AND FURTHER authorizes the appropriate by-law come forward.

Noise Exemption Request – Dungannon Super Pull 577 Walter St., Lucknow, CLK-2025-14

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2025-14;

  AND FURTHER grants an exemption to Noise By-law No. 2005-101 for the Dungannon Super Pull hosted by the Lucknow Kinsmen on the evening of Friday, June 13, 2025 from 11:00 p.m. to 1:00 a.m. on Saturday, June 14, 2025 and from 11:00 p.m. Saturday, June 14, 2025 from 11:00 p.m. to 1:00 a.m. Sunday, June 15, 2025.

b.

Resolutions for Consideration May 2025, CLK-2025-15

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2025-15 prepared by Kelly Lush, Deputy Clerk;

  AND FURTHER THAT the Committee of the Whole support the following resolutions: and direct Staff to distribute as they see fit.

c.

Regulate Refreshment Vehicle By-law – Point Clark Lighthouse Park Inclusion, CLK-2025-16

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receive for information Report CLK-2025-16, prepared by Kelly Lush, Deputy Clerk;

  AND FURTHER that the amended by-law be brought forward permitting refreshment vehicles to operate at Lighthouse Park.

d.

Electronic Signature Policy, CLK-2025-17

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2025-17, prepared by Kelly Lush, Deputy Clerk;

  AND FURTHER authorizes the appropriate By-law come forward.

e.

Proposed Comments to the Minister regarding Mayoral Powers under the Municipal Act, CLK-2025-18

• Motion

  THAT the Township of Huron-Kinloss Committee of the Whole hereby approved Report CLK-2025-18 prepared by Jennifer White, Manager of Legislative Services/Clerk;

  AND FURTHER direct Staff to send correspondence to the Minister of Municipal Affairs and Housing as drafted and included with report CLK-2025-18.

5.1

Blyth Festival Civic Night

The Blyth Festival has two complimentary tickets for the upcoming play Sir John A: Acts of a Gentrified Ojibway Rebellion on Friday, July 18, 2025.

Additional tickets may be purchased for $40 each.

  AND FURTHER THAT Staff be directed to respond on behalf of Council members wishing to attend.

Invitation to Kindred Credit Union

Ken and Donna MacLeod have provided Council with an invitation to the Kindred Credit Union to open a branch in Ripley.

A Huron-Kinloss investment package and letter has been prepared to provide to Ken and Donna MacLeod for the Kindred Credit Union.

  THAT the Township of Huron-Kinloss Committee of the Whole hereby receives the correspondence regarding the Invitation to the Kindred Credit Union and direct staff to respond in support of the invitation.
