The Regular Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on June 19, 2023 in the Council Chambers.

  • THAT the minutes of the Council meeting of June 12, 2023 (Planning) be adopted as presented.  

Trudy Parsons, Managing Director and Clark Hoskin, Senior Manager with Deloitte will present to Council the final Township of Huron-Kinloss Strategic Plan 2023-2033, Blue Print for Our Future.

  • That the Township of Huron-Kinloss Council hereby receives for information Report Number TR-2023-06-44 prepared by Jodi MacArthur, Treasurer;

    AND FURTHER ratifies and confirms payment of the May accounts in the amount of $1,570,065.70.

  • That the Township of Huron-Kinloss Council hereby receives for information Report Number TR-2023-06-45 prepared by Jodi MacArthur, Treasurer.

  • That the Township of Huron-Kinloss Council hereby authorizes payment of the June accounts in the amount of $3,463,988.73.

  • That the Township of Huron-Kinloss hereby receives for information Report Number TR-2023-06-47 as prepared by Phyllis Hunter, Taxation/Revenue Clerk – Township of Huron-Kinloss

This report was discussed verbally at the June 5, 2023 Committee of the Whole meeting but not included on the agenda due to a technical issue. 

This report was added to the agenda following a Special meeting of the Lucknow and District Fire Board, after Public Notice had been provided for the Council agenda.  

  • WHEREAS Council, through the June Confirmatory By-law approved Committee of the Whole recommendation 06/05/23 – 06 which approved the purchase of Vortex Model Pumper Truck for the Lucknow District Fire Department pending Fire Board and Ashfield-Colborne-Wawanosh Council approval;

    AND WHEREAS at the special meeting of the Lucknow and District Fire Board on June 17, 2023, the Board defeated the motion to approve the purchase;

    AND WHEREAS the Lucknow and District Fire Board passed resolution 06/17/23 LDFB - 01 to recommend the respective Councils accept a new proposal as outlined in Report FIRE-2023-06-28;

    NOW THEREFORE BE IT RESOLVED THAT the Township of Huron-Kinloss Council hereby receives Report Number FIRE2023-06-28 prepared by Chris Cleave, Fire Chief.

    AND FURTHER accepts the proposal and costing as submitted by Dependable Emergency Vehicles;

    AND FURTHER directs the Fire Chief to proceed with the purchase of the proposed FC-94 Model Pumper Truck for the Lucknow District Fire Department as recommended by the Lucknow and District Fire Board;

    AND FURTHER That the source of funding for this purchase be the Near-Term Investments Funding, with the source of funding for the difference between the purchase price and the Near-Term Investments Funding being the Fire Equipment Reserve.

    AND FURTHER directs the Clerk to put a by-law on the agenda as a matters arising.

  • THAT the "Asset Retirement Obligation Policy By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-66.

  • THAT the "Township Vehicle Use Policy Amendment (1) By-law”" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-67.

  • THAT the "2023 Guide Rails Tender Acceptance By-Law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-68.

  • THAT the "Accept a Quote for one (1) Landfill Compactor By-Law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-68.

  • THAT the "Zoning Amendment By-law Z-2023-029 Shelton By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-70.

  • THAT the "Zoning By-Law Amendment - Z-2023-041 Kempton By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 - 71. 

  • THAT the "Ripley-Huron Pumper Truck  (Acres/Dependable Emergency Equipment) Quote Acceptance By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023 -72. 

  • THAT the "Appoint Fidler as Landfill Attendant By-law" be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-73.

  • THAT the Township of Huron-Kinloss Council hereby receives for information all items listed in Section 10.0.

This motion has been added for Council's consideration by Councillor McGugan.  Notice of Motion was provided on May 1st, 2023.  This item was added after public notice was provided.  


 

  • WHEREAS the Township of Huron-Kinloss passed By-law 2018-62 being a by-law to Adopt a Community Flag Raising Policy to establish the framework to govern requests for flag raisings and to establish a consistent protocol for flying of flags at the community flag pole at the entrance to Memorial Park and the Ripley-Huron Community Centre;

    AND WHEREAS Council no longer supports the raising of flags as a symbol to enhance public awareness or activities, identify significant events and historical commemorations;

    NOW THEREFORE BE IT RESOLVED that the Council of the Township of Huron-Kinloss direct Staff to bring forward a By-law to repeal By-law No. 2018-62;

    AND FURTHER THAT the Township of Huron-Kinloss does not support the raising of community flags on Township property. 

  • THAT the Township of Huron-Kinloss Council move into closed meeting at [time] for the purpose of a proposed or pending acquisition or disposition of land by the municipality or local board (Ripley Industrial Park), pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

  • THAT the "Confirmatory June 2023 (2)" By-law be deemed to be read a first, second, third time and finally passed and numbered as By-law No. 2023-75.
