Mayor Murray called the meeting to order at 7:00 p.m. 

Lisa Courtney presented on behalf of the Ripley Reunion Committee. The Ripley Reunion is held every 10 years.  The 2025 Ripley Reunion will take place July 31 to August 4, 2025. 
Planned events include dances, mammoth parade, firework show, ambassador program, and friendly sporting competitions.  While historically the Committee has been a Committee of Council, from the 2025 Reunion, the event is expected to be held by the Ripley Reunion not-for-profit committee.  The proceeds from the Reunion are used to support local projects and initiatives. After the 2015 Reunion, $60,000 was donated back to local groups/ initiatives to support local projects and needs.  The Reunion Committee noted that donations of proceeds from the 2025 Reunion would prioritize projects identified by the Township.  

The Ripley Reunion Committee is requesting Council waive the rental fees for Township facilities for events related to the 2025 Reunion.

Committee clarified that there is no interim funding request at this time.  Staff indicated that additional requests may come forward as part of the special event permitting process, including addressing tipping fees, etc. as more details specific to the event are determined.

Committee inquired if the businesses operating where not permitted were located in one particular geographic area of the Township.  Staff clarified that the businesses were in different areas of the Township.  

Committee expressed concerns that the provincial housing crisis could be contributing to situations where trailers were being used for habitation.

Committee inquired if any changes to the program had been noted.  Staff indicated that housing as an option for funding use had been added, but that the Township during budgeting has already allocated this funding for bridge work.

Staff indicated that public consultation and engagement is ongoing for the Parks Redevelopment Plan, which includes beach accesses and trails (formal and informal pathways). Surveys will be circulated to residents to provide feedback. 

Staff additionally noted that they would be reaching out to landowners regarding encroachments and privately created pathways on an individual basis.  Education to residents is ongoing in the areas noted in the letter attached to the report. 

Committee discussed re-using of second hand goods, and Staff noted that this has not been included as a permitted use at the Township landfill site according to current legislated operating agreement.

Committee inquired about what development standards currently exist.  Staff noted that there are landscaping requirements for developments, but this could be strengthened with respect to maintaining the mature tree canopy during the permitting process.

Staff provided information on the waste produced at Special Events, clarifying the steps taken to encourage recycling and other waste diversion techniques with event organizers.  Committee suggested that donating the proceeds from cans to local organizations may motivate more attendees to divert waste.

Committee inquired about the plans for any surplus funds in the Hazardous Tree Removal budget.  Staff noted that confirmation of a surplus and discussions regarding allocation of surplus funds would not be considered until after all the work is completed.   Staff will consider expanding the number of trees removed if a surplus exists, or recommend the funds be put in a reserve for work in future years. 

Committee inquired about the impacts from certain types of horseshoes on paved roads. Staff recommended a multi-jurisdictional approach to investigate and mitigate impacts or improve affected roads. Committee encouraged Staff to meet with the horse and carriage community to discuss areas of improvement to minimize impacts to roadways.

Committee discussed imported sewage disposal.  Staff anticipate further information to be provided in the fall. Staff suggested that agreements may be made with each hauler, which outline the requirements necessary to permit disposal in the Township's system.  Staff confirmed that the daily limit would be based on volume in litres and not necessarily by number of tanks.

Councillor McGugan noted that various representatives of the local Conservation Authorities had met with the Minister of Rural Affairs, Hon. Lisa Thompson and the Minister of Environment Conservation and Parks, Hon. Andrea Khanjin to discuss current projects.  McGugan noted that collaborations were emphasized, including projects between various levels of government.
