The Mayor called the meeting to order at 7:00 p.m.

    THAT the minutes of the Committee of the Whole Meeting of September 6, 2023 and the Council Meetings of August 21, 2023 and September 11, 2023 (Planning) be adopted as presented.

The Manager of Building Services/Chief Building Official explained the proposed changes to the building fees. 

No written comments have been received.

Any person or public body that has comments on the proposed changes to the building fees may provide comments.

Council Comments

Council inquired about what was included in temporary structures. 

A tent larger than 60 square meters does require a permit under the building code, and as such a permit fee will be associated. Staff confirmed that this information will be shared with the public through various medium.

    AND FURTHER authorizes payment of the September accounts in the amount of $1,448,280.28.

Council inquired about the current fleet composition and discussed the requirements for fall arrest.  Staff provided information on the intended uses and features of the equipment. Staff confirmed that required PPE would be available. 

The Director of Public Works provided feedback that the operators are in agreement as to the preferred type of unit.  Staff discussed the challenges in availability of this type of equipment. 

Council inquired about storage of the vehicle.

    AND accepts the quotation from Cubex Limited in the amount of $424,731.50 plus HST for the purchase of one (1) Scarab Maven 65 demo street sweeper;

    AND FURTHER authorizes the appropriate by-law comes forward on tonight’s agenda.

    AND FURTHER authorizes by-laws to be brought forward on tonight’s agenda to appoint South Bruce Fire Chief Guy Gallant as Acting Fire Chief and to ratify the agreements with the Municipality of South Bruce and the Municipality of Brockton.

Council members reported various issues.  

A member of Council also reported dumping of trash and inquired about whether there is a  strategy to address litter within the municipality.  Staff confirmed that there are by-laws in place to prohibit littering, as well as the adopt a road program to encourage public participation.  

The Mayor and Deputy Mayor met Premier Ford in Teeswater last week.

    THAT Council move into closed meeting at 7:30 p.m. for the purpose of considering personal matters about an identifiable individual, including municipal or local board employees (disruptive incident); and litigation or potential litigation, including matters before administrative tribunals affecting the municipality or local board (by-law enforcement matter), pursuant to Section 239(2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Committee of the Whole return to regular open meeting upon completion.

Council arose from closed session at 7: 56 p.m.   The Mayor reported that a closed session had taken place.  Information was provided to Council and direction was provided to Staff on the matters.
