Mayor Twolan called the meeting to order at 7:00 p.m.

Darla Campbell, P. Eng. of Dillon Consulting Limited presented the Draft Parks & Recreation Service Delivery and Modernization Opportunities Review that was funded by the province through the Municipal Modernization Program Grant.  

Ms. Campbell explained the project was to evaluate the parks and recreation services provided by the Township of Huron-Kinloss Community Services Department, services purchased from Kincardine and services jointly provided with Township of Ashfield-Colborne-Wawanosh.  

Dillon Consulting reviewed the background and the current state of parks and recreation, performed interviews made comparisons with peer municipalities then processed to make recommendations for the Township.

She explained, an on-line survey was conducted from October 26, 2020 to November 11, 2020 to assess the effectiveness, efficiency and value-for money for parks and recreation services.  There was a total of 196 responses with 138 being complete.  

Recommendations included separating the administrative assistant/ program coordinator position, enhancing service delivery by master planning for recreation, parks and trails, increased marketing, knowledge sharing and engaging in a borderless service mindset in facility management and recreational programming with the the Lucknow Recreation Board.  

Council thanked Ms. Campbell for the presentation and noted their appreciation on the focus to working together for borderless services and leveraging opportunities.    Comments were made regarding marketing, the more marketing may see an increase and uptake which may cost additional funds. Council questioned if the current services offered are appropriate, should we have less and focus on others.  The consultant explained that in comparing with the peer municipalities, the Township of Huron-Kinloss was similar in services offered and explained that the Township needs to monitor changes in recreation needs and plan accordingly. 

 

 

Mark Paoli, Land Use Planning Manager,  County of Bruce explained that the Memorandum of Agreement (MOA) update is one of the projects the County is undertaking as part of their "Land Use Planning Transformation Initiative' to update policies and procedures of land services the County delivers under the Municipal Modernization Program Grant.

He explained they are not looking for endorsement of the draft agreement the presentation is gather feedback.  The MOA will be presented to County Council in December and to the lower tiers in the new year. 

Mr. Paoli introduced Mary Ellen Bench from Strategy Corp, the consultant performing the study. Ms. Bench explained that the purpose of updating the MOA is intended to respond to the increase demand on planning services on the County, paired with the evolving policy landscape since the first MOA were drafted.  She noted that some lower tier municipalities had MOA from the 1990's and some had a long standing verbal agreement. 

The MOA is intended to eliminated unnecessary duplications, clarify roles and responsibilities, increase accessibility for applicants, reduce development process time and steps and to create efficiencies and otherwise maximize benefits. She explained that the MOA will include prioritization of planning matters: development applications, Local Official Plans and Zoning By-Law Comprehensive Reviews then special projects.  An emphasis of the MOA is to support two-way communications between the County and Lower Tiers.

Council commented that a lot of work went into the report and are encouraged by the unified ideas and increased communications. Council was pleased to see the proposal addressed consideration from the local perspective on policy matters.

    THAT the Township of Huron-Kinloss Council hereby supports the Township of Lake of Bays in asking the Provincial government to consider an amendment to Bill 124 to make it a requirement that the building contractor name be disclosed and that the contractor must provide proof of insurance, thus providing greater accountability and responsibility and ensuring that municipalities will not bear the burden alone and FURTHER directs staff to forward a copy of this resolution to the Premier of Ontario, AMO and all Ontario Municipalities.
