Mayor Twolan called the meeting to order at 7:00 p.m.

The Clerk requested to bring forward in New Business Section 7 an item related to the McTavish Subdivision road naming. The Committee concurred with the request.

The Committee had a discussion on the plaza and parking lot project. It was noted that there are concerns with removing public parking from the downtown for both patrons of the businesses and the residents in the above apartments. It was suggested that we defer a decision right now and we they could place the money for the parking lot in reserves until a final decision has been made. The Village is seeing extensive growth and the location of the plaza may not be the best option for the anticipated growth. The Committee did not support an addition to the Firehall and suggested a staff report on future plans for the Firehall. It was noted that an impervious surface might not be the best solution due to water runoff. The Committee noted that the majority of votes were received that the lot remains a parking lot.

The Clerk reported that the Ministry of Municipal Affairs and Housing is consulting on how to strengthen accountability for municipal Council Members and is seeking input from members of Council representing each Ontario Municipalities through a two-hour telephone town hall and requested a member that would be interested in participating.  Deputy Mayor Murray volunteered to participate.

The property at 1660 Bruce Road 1 was brought forward and questioned why the bunkies still remained.  It was noted that there were people staying in the bunkies overnight the past weekend,  that a portable washroom was installed with inappropriate disposal practices, an aggressive dog was on the property and that tensions were escalating among the neighbors.  In addition, the OPP was called and attended the property as they were not adhering to current COIVID-19 regulations. 

The Committee of the Whole directed the Manager of Building and Planning to contact the solicitor the next day on Tuesday, May 4, 2021, to have a letter sent and the situation rectified.

Mayor Twolan left the meeting, Deputy Mayor Murray assumed the Chair.

On April 15, 2020, a Public Meeting was held for the McTavish Subdivision care of Bill Clancy. This is the subdivision on the edge of Ripley off Huron Street just past the curling club. The zoning was passed on April 15 and the subdivision agreement was passed on October 19. 

As part of the Subdivision Agreement for the McTavish Subdivision, the developer shall name all streets within the Land forming par of the Plan with names approved by the Municipality. 

The original plan proposed indicated McTavish Drive and McTavish Place, now that the new design has them as a continuous road the applicant is proposing McTavish Crescent.

 

Staff requests that approval be given by way of a motion to support the applicant's request.
