Mayor Murray called the meeting to order at 7:00 p.m.  Councillor Sloetjes attending the meeting electronically, with all other members of Council and Staff present in the Council Chambers.

Resident Pentti Sipila addressed Council with perceived concerns regarding safety hazards associated with wood shredder use.  Committee received the concerns and directed Staff to note these areas on the upcoming road tour and respond at a later date. 

Committee inquired about whether Staff could speculate on expected activity.  Staff is not expecting much difference in quantity of permits but anticipate less overall revenue.  The Chief Building Official noted additional residential units, including accessory apartments in basements, are becoming more popular since recent provincial legislative changes permitted them in more areas.  

The CBO clarified an error on the agenda report; financial impacts fees collected to date includes development charges, actual fees collected were  $41,419.52.

Committee of the Whole expressed support for the system, local control and reducing the burden on the court system.

Committee inquired about the fines, specifically table 12 related to Property Standards.  Staff explained that these are included in the Property Standards By-law as the province had downloaded responsibilities regarding enforcement of some residential tenancy requirements to municipalities. 

Committee of the Whole, inquired if the Township had the capacity and resources to enforce each of these.  Staff confirmed that these by-laws are already required to be enforced.

Committee of the Whole inquired as to whether the Ripley-Huron and Lucknow Station rules for call out are the same or different.  The Mayor provided feedback that they are mostly the same, and numbers are likely to vary month to month.   

Staff noted that this could be tracked through the current system, and information could be provided in future reports. 

Committee requested that the Fire Chief provide first impressions of each of the stations.  Staff noted that in the first weeks ensuring training requirements were met was a priority.  Training requirements are on track at each station.

Committee of the Whole discussed the Conservation Authority (CA)jurisdiction over municipal drains, and changes to the Conservation Act.  

Committee inquired if the CA had impacted the ability to maintain drains.  

Staff noted that timing of work has been an issue in the past with specific CA's.  Staff noted that erosion control was the main focus of CA, which reflected in timing windows.  These windows are different between each of the CA's impacting the Township.  These timing windows have impacted maintenance activities. 

A verbal update of the changes to the CA Act was provided by Staff, these include the exemption of Municipal Drains (outside of wetland regulated areas) from the permitting process.  Staff noted that this should streamline, and faster the drain maintenance process. 

Committee of the Whole inquired as to timing of the next Bruce Beach Drain Phase 2 info session.  The dynamic beach study has been presented to Saugeen Valley Conservation Authority, and Staff speculate that more information will be available before the summer.  

Staff were questioned if they had been involved in discussions about the millpond in Lucknow.  After attending an information session, Staff forwarded information to the landowner on possible funding opportunities.  Committee inquired as to whether activities in that area would make it more difficult for farmers to have maintenance work done.  Staff noted that as a natural watercourse, the Township does not have jurisdiction in that area.  Staff encouraged landowners to continue to have open discussions on the matter.  

Staff provided information on a similar project where collaboration resulted in good outcomes for everyone.

Committee inquired about the current regulations for All Terrain Vehicles (ATV) at the lakeshore, and whether with the implementation of the golf car project, whether ATV's could be additionally included.  It was confirmed that within the Highway Traffic Act these types of vehicles are considered differently and the Golf Car pilot project does not include ATV.  Currently, ATV's are allowed to access services, go to their home, but they aren't intended to be driving around on the highways in the lakeshore west of Lake Range Road. 

Staff confirmed that Permits are required on the trails, but not on the public roadways for ATV use.

Committee of the Whole inquired about the ACW request and Staff confirmed that the request was made.  Committee inquired whether the landfill could be shared. Staff noted that it likely could not, according to the current  landfill agreement, it is intended for refuse generated within the municipality, and Staff expect that the neighboring municipality would have the same constraints.

Staff presented an overview of the history of discussions regarding Boiler Beach Road Reconstruction.  Although parking is technically permitted on the entire length of the roadway, this is causing encroachments on the traveled lane in many areas.  

Staff presented two additional slides not included with the agenda.  These contained feedback regarding concerns noted for Boiler Beach Road during engagement.   The most highly noted concerns were safety of pedestrians and cyclists and speed of vehicles.  Similar concerns were expressed by residents as non-residents. 

Staff noted constraints to developing a multi use path which include limited space, requirement to move hydro poles, requirement for reinforcement of shoreline in areas, and the need to merge with vehicular traffic in multiple places along the trail. 

Committee of the Whole discussed the options in the report, including the proposal of a one-way street. 

Committee inquired about future watermain placement.  Staff responded that there are numerous utilities that will be affected by road widening, and suggested that the proposed watermain would be placed deeply to avoid issues if the road was widened in the future.  

Committee inquired about how parking spots would be defined on the west side.  Staff suggested that areas would be paved and lined and no parking would be permitted in other areas.  Other traffic calming measures may be required to limit speeding.  

Committee noted that there was opportunities to explore more ways to address pedestrian and cyclist safety and address parks and recreation and strategic plan commitments.  Committee noted that the trail from Kincardine stops at this section of roadway.  

Concern was expressed that other capital projects may be limited if a multi use path moved forward. Staff noted that that changes to Boiler Beach Road is not yet included in the budget, and the discussions are intended to provide guidance to Staff on how to move forward, so that it can be included within the capital budget.

Staff did not have the data to respond to the Committee inquiry as to whether parking was predominantly being used by ratepayers of the Township or visitors. 

Committee inquired about a multi-use path along Lake Range Blvd.  Staff noted that space was available, and Lake Range may be a better candidate for a multi use path.  Committee inquired about the constraints, and Staff noted that water levels could dramatically impact a multi use path.  Staff noted that the tree line provides natural erosion protection to the shoreline. 

Committee noted that Township's minimum standard in road reconstruction was for a sidewalk on one side, and inquired about whether this could be done on the East side.  1.5 m (five feet) New traffic standards for bike lanes is 1.2 m and the ideal width is 1.5m. Staff noted that land would need to be acquired to facilitate this.   

The Committee discussed the type of engagement that would be available to residents on the project going forward.  Staff are planning to use the Township's engagement platform HaveYourSayHK, and host a future open house if the project requires it.  

Committee inquired about grant opportunities which may be available to facilitate a multi-use pathway.

Good Roads Quarterly includes a good example of street crossings, and it was noted that the County could improve the street crossings in Lucknow.  The Mayor will invite Adam Stanley to a meeting of Council to discuss.
