The Committee of the Whole Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on April 3, 2024  in the Council Chambers.

Resident Pentti Sipila will address Council with concerns regarding safety hazards associated with wood shredder use.

    THAT the Township of Huron-Kinloss Committee of the Whole receives for information, Report BLDG-2024-04-11, prepared by Bill Klingenberg, Manager of Building and Planning, CBO.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole receives for information report BLDG-2024-04-12 prepared by Bill Klingenberg, Manager of Building and Planning, CBO;

    AND THAT staff are directed to place the annual report on building fees and costs for 2023 on the Township website for public viewing.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BLE-2024-04-5, as prepared by Heather Falconer, Municipal By-Law Enforcement Officer.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BLE-2024-04-6, as prepared by Heather Falconer, Municipal By-Law Enforcement Officer and Jennifer White, Manager of Legislative/Clerk;

    AND FURTHER THAT Committee of the Whole supports in principle creating an administrative monetary penalties system for the Township to facilitate enforcement of designated by-laws as outlined in the report;

    AND FURTHER THAT Staff be directed to bring forward the required by-laws and policies to implement the system;

    AND FURTHER THAT Staff be directed to solicit Screening and Hearing Officer services.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives Report CS-2024-04-16 prepared by Mike Fair, Director of Community Services.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2024-04-17 prepared by Elyse Dewar, Administrative Assistant/Program Coordinator.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CS-2024-04-18 prepared by Matt McClinchey, Parks, and Facilities Supervisor.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-04-13 prepared by John Yungblut, Director of Public Works;

    AND FURTHER approves the request by the Huron Shores ATV Club to construct off-road vehicle trails on Con. 5 Part Lot 20 Kinloss on the north side of Dickies Creek;

    AND FURTHER that the appropriate by-laws come forward.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-04-15 prepared by John Yungblut, Director of Public Works;

    AND FURTHER approves supporting the 2024 Lucknow Super Pull event as described in this report.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-04-16 prepared by John Yungblut, Director of Public Works.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-04-17 prepared by John Yungblut, Director of Public Works;

    AND accepts the tender from Lavis Contracting Co. Limited in the amount of $1,900,000 plus HST for the reconstruction of Wheeler St. and Outram St. and the rehabilitation of structures L1 and L3 in Lucknow;

    AND FURTHER that the appropriate by-law come forward.

  • Motion

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-04-18 prepared by John Yungblut, Director of Public Works;

    AND accepts the tender from Johnston Bros. (Bothwell) Ltd. in the amount of $210,800 plus HST for the supplying, hauling and placing of Granular ‘A’ road maintenance gravel on Township roads;

    AND FURTHER that the appropriate by-law come forward.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-04-19 prepared by John Yungblut, Director of Public Works.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives Report PW2024-04-20 prepared by John Yungblut, Director of Public Works;

    AND FURTHER directs Staff to proceed with the design of Boiler Beach Road with designated on-street parking areas and without a separate multi-use path.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BED-2024-04-8, prepared by Michelle Goetz, Manager of Strategic Initiatives.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report BED-2024-04-9 as prepared by Amy Irwin, Economic Development Officer.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2023-11-38, prepared by Mike Bartlett, Administrative Coordinator.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2024-04-16 prepared by Mike Bartlett, Administrative Coordinator;

    AND FURTHER approves funding the Family Science Night as part of the amended EIES Program Guidelines.

    That the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CAO-2024-04-17 prepared by Leanne Scott, Human Resources Generalist confirming the hiring of the Summer Students for 2024.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receive for information Report CLK-2024-04-15 as prepared by Jennifer White, Manager of Legislative Services/Clerk;

    AND FURTHER THAT the 2024 regular meeting schedule be amended to remove the Council meeting of August 19, 2024.

    THAT the Township of Huron-Kinloss Committee of the Whole hereby receives for information Report CLK-2024-04-16 prepared by Kelly Lush, Deputy Clerk;

    AND grants an exemption to the Noise By-law No. 2005-101 to permit music at a wedding reception on Saturday June 15, 2024 from 9:00 p.m. until 1:00 a.m. on Sunday, June 16, 2024 located at 796 Lake Range Drive, Kincardine

    AND grants an exemption to the Noise By-law No. 2005-101 to permit music at a wedding reception on Friday, May 10, 2024 from 9:00 p.m. until 12:00 a.m. located at 780 Lake Range Drive, Kincardine.

    AND FURTHER grants an exemption to the Noise By-law No. 2005-101 to permit music at a wedding reception on September 28, 2024 from 9:00 p.m. until 1:00 a.m. on September 29, 2024 located at 61P Paradise Lake Street, Lucknow.
