The Meeting of the Council of The Corporation of the Township of Huron-Kinloss will be called to Order at 7:00 p.m. on February 18, 2026 in the Council Chambers.

  • Motion

    THAT the minutes of the Council meeting of January 26, 2026 (Budget) and the Committee of the Whole and Council meeting minutes of February 2, 2026 be adopted as presented.

The purpose of the application is for a site-specific zoning By-law Amendment to rezone a +/- 8-hectare area of the subject lands from the General Agriculture Zone to the Agriculture Commercial Industrial Special zone to add an abattoir as a permitted use.  


If approved, the application would facilitate the construction of an abattoir. 


The proposed amendment will also reflect the updated Hazard mapping that was an outcome of the Floodplain Assessment and Safe Access Study.  Through this assessment it has been demonstrated that safe access to the proposed abattoir can be achieved.  A holding provision is proposed in unassessed areas of high archaeological potential, and for ministry acceptance of the completed archaeological assessment.

    THAT the Township of Huron-Kinloss Council approve the planning application Z-2025 - 074 Murray;
    AND FURTHER THAT the Staff bring forward the appropriate by-law at the next meeting of Council. 

The purpose of the application is for a site-specific Zoning By-law Amendment.  It is proposed than an area of approximately +/- 0.5 hectares will be rezoned to General Agriculture Special. 


If approved, the application would facilitate the establishment of a Parochial School serving the horse-drawn carriage community.  A holding provision in areas of unassessed high archaeological potential is also proposed.

    THAT the Township of Huron-Kinloss Council approve the planning application Z-2025 - 069 Sauder c/o Martin;
    AND FURTHER THAT the Staff bring forward the appropriate by-law at the next meeting of Council. 

The purpose of the application is for a Zoning By-law Amendment to permit an existing agricultural lot area reduction of +/- 285 square meters, rezone a non-farm lot from the General Agriculture Zone to the Agricultural Residential Zone, and apply a holding in unassessed areas of high archaeological potential. 
If approved, the application would facilitate the related consents for lot additions of +/- 0.38 ha and +/- 0.36 ha between the adjacent agricultural and non-farm lots. The related consent files are B-2025-099 and B-2025-100.

The purpose of the application is for a Local Official Plan Amendment and a Zoning By-law Amendment.


The purpose of the Local Official Plan Amendment application is a property specific amendment to the Huron-Kinloss Official Plan to designate a +/- 1.0 ha portion of the property from Industrial to Highway Commercial with an exception to permit a medical clinic. If approved, this will facilitate a related zoning by-law amendment to  expand the permitted uses of the property and establish a medical clinic .


The purpose of the Zoning By-law Amendment is to expand the permitted uses of the entire subject lands, and provide relief from the Zoning By-law requirements for both building setbacks and lot coverage. If approved, this will facilitate the development of a medical clinic. 


The following is proposed:


1) Rezone a +/- 1.0 ha area from Light Industrial to Highway Commercial Special, which will not permit the use of an Automobile Washing Establishment and Hotel or Motel. Additional permitted uses will include a Medical Clinic, Personal Service Shop, Commercial School,
Convenience Store, Dry Cleaning Establishment, and Government Administration Building.


2) Within the Highway Commercial Special Zone:

  • An Interior Side Yard Setback of 3m, where 4.5m is required.

3)  Rezone the remaining lands from Light Industrial to Light Industrial Special to permit:

  • A Rear Yard Setback of 7.5m where 10m is required.
  • Permit Outdoor Storage - which shall be in accordance with outdoor storage regulations (Section 4.22). In addition, any outdoor storage shall be screened from view from the street and any adjacent non-industrial zoned properties. 

4) For the entire subject property:

  • A maximum coverage of 75% where 30% is generally permitted. 
  • A Front Yard Setback of 6m where 15m is required.
  • Permit off street parking in any required yard provided there is a 1m setback to property line(s), this shall not supersede the requirements of any required Planting Areas (4.24) or Landscaping (5.3.5).
  • that Section (4.25) Setbacks- Provincial and County Roads and Railways shall not apply.

A holding provision is proposed within the required setbacks of Section 4.25 which may be lifted upon  submission of a site plan and an Engineered Lot Grading and Drainage Plan.

  • Motion

    THAT the Township of Huron-Kinloss Council hereby ratifies and confirms payment of the January 2026 accounts in the amount of $1,641,120.91.

  • Motion

    THAT Township of Huron-Kinloss Council hereby reviews and receives the summary revenue and expenditure reports to January 31, 2026 prepared by Christine Heinisch, Treasurer.

  • Motion

    That the Township of Huron-Kinloss Council hereby authorizes payment of the February accounts in the amount of $503,804.25

  • Motion

    THAT the Township of Huron-Kinloss Council receive Report DRA-2026 – 05 prepared by Jennifer White, Manager of Legislative Services/Clerk and John Yungblut, Director of Public Works;

    AND FURTHER THAT a by-law be brought forward as a matters arising to authorize the Mutual Drain Agreement.

  • Motion

    That the Township of Huron-Kinloss Council hereby receives Report Number CS-2026-07 prepared by Mike Fair, Director of Community Services;

    AND FURTHER authorizes a by-law be brought forward as a matters arising for CIMCO Refrigeration to supply and install the Ripley-Huron Community Centre ice plant for a total of $506 425 plus HST.

  • Motion

    THAT the Township of Huron-Kinloss Council hereby receives for information Report CAO-2026-04 prepared by Jodi MacArthur, Chief Administrative Officer;

    AND FURTHER approves the recommendation of the Municipal Services Corporation Working Group to accept the proposal submitted by KPMG LLP in the amount of $111,813.27 plus tax, to prepare the required business case study to establish Bruce Area Solid Waste Recycling as a Municipal Services Corporation;

    AND FURTHER authorizes the Chief Administrative Officer to sign any necessary documents to execute this agreement.

  • Motion

    THAT the Township of Huron-Kinloss Council receive for information Report CLK-2026-07 prepared by Jennifer White, Manager of Legislative Services/Clerk.

  • Motion

    THAT the "Ripley Medical Centre KFHT Agreement (Amendment 1) By-law" be considered to be read a first, second, third time and finally deemed passed and numbered as By-law No. 2026 - 10.
