Deputy Mayor Hanna called the meeting to order at 7:00 p.m.

    THAT the minutes of the Council meeting of December 12, 2022 (Planning) be adopted as presented.

Council discussed general expenses and how they appear on the report, including; municipal drains, machinery rental costs, and why the community centres are isolated in their reporting (traditionally has been done this way).  

Staff explained the difference in capital works for drainage were due to the Township carrying shared costs with landowners, until works are completed and the landowners are allocated their share. 

Additionally, machinery rental costs are used for departmental allocations, as this is a flow through cost with the municipality as the person being paid.

Council requested the approximate costs to run a paper based election.  Staff to provide during budget deliberations.

  • Larry Allison declared a conflict on this item. (General Nature of Interest: due to ownership of the property which is the subject of the surveyor invoice. Councillor Allison did not comment or vote on the business item while this matter was considered. ; ;)

Council inquired about the relevancy of printed guides, and the costs associated with an online version.  Staff confirmed that an online version of the guide is available on the website and in an app.  Staff will investigate the Huron-Kinloss Connects app being more readily apparent on the Township's website.

    THAT the Township of Huron-Kinloss Council hereby approves report number BED-2022-12-57, prepared by Michelle Goetz, Manager of Strategic Initiatives; and further grants pre-budget approval for the amount of $5,000; and further, approves entering into an agreement with Dollco Print Solutions Group to secure printing costs for April 2023; and further, approves the 2023 ad rates as described in this report.

Council inquired about a how to receive more information. Staff confirmed that BM Ross will be presenting in February on this topic.

Council inquired about the harbour wall replacement.  Staff confirmed that the Harbour Wall protects municipal infrastructure such as the parking lot. 

Council questioned whether it could be stockpiled at the landfill, in case fill becomes less available at a later date. 

Council confirmed that there would be costs associated with the loading of the dredging.

    1 THAT the Township of Huron-Kinloss Council hereby approves Report No. CLK2022-12-110 prepared jointly by Jennifer White, Clerk and Mike Fair, Director of Community Services;

    AND FURTHER THAT Council confirms there are no concerns with the Point Clark Boat Club dredging the Point Clark Harbour entrance as outlined in the report;

    AND FURTHER THAT the Clerk be directed to sign all necessary documentation.

Members expressed congratulations to the Mayor on County Council Library Board appointment. A request was made to investigate at County Council why the Library can't decorate for Christmas.  

Update from the Mayor

South Bruce Grey Hospital Board announced the CT Scanner at the Kincardine location would be available for use by March, 2023.  MPP Lisa Thompson announced that three MRI's  are coming to Huron Bruce in Kincardine, Wingham and Goderich.

    THAT the Township of Huron-Kinloss Council move into closed meeting at 8:18 p.m. for the purpose of considering labour relations or employee negotiations (salary grid), litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (update on outstanding legal and insurance claims), and a proposed or pending acquisition or disposition of land by the municipality or local board (Ripley Industrial Park), pursuant to Section 239(2) of the Municipal Act, 2001, as amended;
